Background
Collective Clean Energy Fund (CCEF) is a nonprofit investment fund that utilizes and leverages mission-driven capital to fill financing gaps in various clean energy markets, including Colorado. CCEF operates on the “Green Bank” model and identifies unserved and underserved clean energy opportunities and works with a variety of stakeholders to structure finance solutions to bring those opportunities to fruition.
In 2018, former Colorado Governor John Hickenlooper announced the formation of CCEF following its incorporation as a 501(c)(3) Colorado nonprofit. We received initial funding from the State of Colorado in 2021 after the passage of Senate Bill 21-230 and its signing by Colorado Governor Jared Polis. CCEF then began deploying investment capital to clean energy projects and technologies across the region using a variety of financial tools and services.

Summary of Position
CCEF is seeking a Residential Program Specialist to support the implementation and day-to-day operations of its residential financing programs, with a primary focus on utility On-Bill Repayment (OBR) programs. This role will report to the Residential Program Manager and will play a key role in launching and managing CCEF’s ClearPath On-Bill Repayment (OBR) program in partnership with Xcel Energy. This program is part of CCEF’s broader OBR model, which is designed for implementation with multiple utility partners over time.
The Residential Program Specialist will be responsible for coordinating program workflows, supporting project intake and eligibility review, and ensuring alignment across internal teams and external partners. This role will work closely with internal programs, customer experience, workforce development, and finance teams, as well as utility partners, to ensure program requirements are met and processes are executed efficiently and consistently.
While this position will initially focus on a specific OBR program, the Residential Program Specialist may also support other residential programs over time based on organizational priorities and team capacity. This role requires strong organizational skills, attention to detail, and the ability to navigate complex program requirements, think creatively within constraints, and drive solutions that support positive program outcomes. Success in this role requires comfort operating in a fast-moving environment where processes are still being built and refined.

Duties & Responsibilities of the Role
- Own and support the day-to-day administration of CCEF’s residential programs, with a primary focus on ClearPath On-Bill implementation and operations
- Coordinate project intake, application review, and progression through program workflows, ensuring alignment with eligibility requirements, completeness of documentation, and compliance with program guidelines
- Coordinate closely with the Customer Experience Associate to ensure consistent, accurate, and timely communication with program participants; support escalated or complex customer issues as needed
- Partner with Workforce Development manager to support contractor participation, including coordination on contractor requirements, communications, and program alignment
- Navigate evolving program requirements and partner constraints, proactively identifying solutions and driving alignment across stakeholders
- Support coordination with utility partners (e.g., Xcel Energy) to align on program processes, data needs, and participant eligibility verification
- Collaborate with internal accounting team to ensure alignment on funding flows, project status, and program-related financial tracking
- Lead the development, maintenance, and ongoing updates of contractor training materials, including management of the ClearPath On-Bill online training course and related resources
- Assist in preparing program reports, data summaries, and updates for internal leadership and external stakeholders
- Monitor program performance and flag risks, inconsistencies, or operational challenges for resolution
- Collaborate with the Residential Program Manager to identify process improvements and support ongoing program development and refinement
- Contribute to the development and maintenance of program materials, workflows, and internal documentation
- Support occasional in-person community outreach events to promote program awareness and engage customers, contractors, and community partners
- Provide cross-program support as needed across CCEF’s residential portfolio based on team capacity and organizational priorities
- Perform other duties as assigned to support the residential team and broader organizational goals
Qualifications
- 3+ years of experience in program operations, project coordination, or program support, preferably in clean energy, utilities, financing, or a related field
- Strong organizational and project management skills, with the ability to manage multiple priorities and workflows simultaneously
- Excellent communication skills, with the ability to coordinate across teams and effectively engage internal and external stakeholders
- Demonstrated ability to navigate complex program requirements, think critically, and develop practical solutions within constraints
- Experience working cross-functionally with teams such as customer experience, finance, operations, or external partners to deliver coordinated outcomes
- High attention to detail and ability to review documentation for completeness and compliance
- Proficiency with cloud-based systems and tools (e.g., Google Workspace, CRMs, project management platforms)
- Familiarity with utility programs, energy financing (including on-bill repayment), or residential clean energy technologies is a plus
Education requirement
- Bachelor’s degree in business, public administration, environmental studies, finance, or a related field preferred
- Equivalent combination of education and relevant professional experience will be considered, particularly in program operations, utilities, clean energy, or financial services.

- CCEF is a remote-first organization, providing flexibility for team members to work from wherever they are most effective. This role is open to both remote and hybrid candidates, with a preference for Colorado-based candidates to support occasional in-person meetings and events.

- The expected compensation for this role is between $70,000-$80,000 annually, depending on qualifications and experience.
