About the role
The PMU Lead will anchor the establishment and operationalisation of a high-impact Programme Management Unit (PMU) under the Maharashtra Climate Investment Facilitation Programme (MH CIFP), led by Climate Group in partnership with AVPN.
This role is central to enabling large-scale climate finance mobilisation by building an investor-ready pipeline of projects and strengthening the interface between the Government of Maharashtra, investors, and technical partners.
It is a strategic leadership role requiring deep expertise in infrastructure finance, project preparation, PPP structuring, and blended finance, alongside the ability to convene diverse stakeholders into a functioning investment ecosystem.
Key responsibilities
PMU Leadership and Governance
- Establish and lead the PMU as a high-performing investment facilitation unit within the state ecosystem
- Anchor day-to-day functioning, ensuring alignment with programme objectives, timelines, and deliverables
- Design governance structures, operating protocols, and coordination mechanisms across stakeholders
- Strengthen government engagement across line departments through structured, ongoing coordination
- Lead development of a long-term facility blueprint for institutionalisation
Pipeline Development and Investment Facilitation
- Lead development of an investor-ready pipeline of climate-aligned projects across public and private sectors
- Oversee project identification, screening, prioritisation, and preparation in collaboration with technical partners
- Guide financial structuring of projects, including:
- PPP models and transaction design
- Blended finance structures (grants, guarantees, concessional capital)
- Risk allocation and mitigation frameworks
- Identify appropriate financing pathways and ensure project bankability and investment readiness
Capital Mobilisation and Investor Engagement
- Lead engagement with MDBs, DFIs, climate funds, institutional investors, and commercial banks
- Build and manage relationships with capital providers and explore new financing avenues
- Position the programme across national and global platforms
- Facilitate conversion of pipeline into EOIs and partnerships with investors and other key stakeholders
Government Interface and Partnerships
- Serve as the primary interface between the Government of Maharashtra Climate Group, AVPN and various investor groups.
- Coordinate across state departments to ensure pipeline flow, approvals, and implementation readiness
- Ensure effective collaboration across consortium partners and external advisors
- Support design and delivery of investor-facing platforms and convenings
Programme Delivery and Performance Management
- Oversee pipeline quality and programme progress against defined KPIs and milestones
- Identify and mitigate financial, operational, and institutional risks
- Ensure efficient resource utilisation and adherence to governance standards
- Lead high-quality reporting to funders, partners, and government stakeholders Ensure timely delivery of all programme outputs, including PMU operationalisation, Climate Investment Framework (CIF), and project phases
About you
Desired skills and qualifications
- Postgraduate degree in Finance, Economics, Business Administration, or a related field
- Minimum 15 years of relevant professional experience, with demonstrated leadership in: Infrastructure finance, climate finance, or investment facilitation; Project finance, PPP structuring, and financial modelling; Government advisory and public sector engagement; Managing complex, multi-stakeholder programmes
- Proven experience working with state or national governments in India
- Strong understanding of climate policy frameworks (SAPCCs, NDCs) and climate finance instruments
- Track record of engaging with MDBs, DFIs, and private capital and facilitating investment partnerships

Contract and compensation
- Contract type: Fixed-term consultancy, May 2026 – July 2027
- Engagement: Minimum 3 days a week for 14 Months period

- Remuneration: Negotiable based on experience
