Mo mātou | About us

The Commission was established by the Climate Change Response (Zero Carbon) Amendment Act 2019 ('the Zero Carbon Act'), which amended the Climate Change Response Act 2002 (CCRA).

The Commission plays a key role in developing and implementing clear and stable climate change policies in Aotearoa New Zealand. We do this by providing independent, expert advice to the Government of Aotearoa New Zealand on both mitigating and adapting to the effects of climate change. We also monitor and review the Government's progress towards its emissions reduction and adaptation goals.

In the past six years we’ve provided advice on emissions budgets, emissions reduction plans, agricultural emissions pricing, NZ Emissions Trading Scheme settings, the 2050 target and whether to include international shipping and aviation emissions. Ngā Tūnga | The Role

Our team develops high‑quality evidence and advice on cross‑sector impacts and policies to support good decision‑making on reducing emissions and adapting to the impacts of climate change. We bring together economists, modellers, and specialists in the New Zealand Emissions Trading Scheme.

We are seeking an experienced analyst with strong quantitative analysis skills and a curiosity to innovate and learn. You’ll work with our existing models, apply the right analytical tools and techniques to new and emerging questions, and translate modelling outputs into clear, meaningful insights. Your work will help ensure our advice is robust, influential, and grounded in sound evidence.

In this role, you will

  • Lead data analysis, modelling, and other quantitative work within the team.
  • Frame and communicate advice in a way that recognises the needs and concerns of different audiences.
  • Make sound, timely decisions that keep work moving forward and support organisational goals.
  • Lead and contribute to multiple pieces of work concurrently.
  • Support other Commission staff and contribute to expert analysis provided to the Board, incorporating feedback and refining outputs to enable effective decision‑making.

Ō pūmanawa | About you

You will have or be developing towards having the following

  • A relevant tertiary qualification, preferably post-graduate or equivalent experience
  • A background in engineering, data science, mathematics or similar subjects would be relevant
  • Strong knowledge and experience of a range of research, evidence and analytical methods, including emerging and innovative approaches and frameworks
  • Knowledge and awareness of quantitative analysis tools, such as excel, python, R and dashboard platforms.
  • Capability to undertake and direct complex modelling and analysis including working with external consultants and experts and developing models
  • Sound judgement and awareness of the context within which advice is formulated and communicated
  • Strong logic and reasoning skills to identify the strengths and weaknesses of alternative solutions
  • Highly developed communication skills, both oral and written. An understanding of government processes, systems and tools.
  • An understanding of the principles of Te Tiriti o Waitangi, te ao Māori and experience engaging with Iwi/Māori

The likely appointment range for these roles are between $107,000 to $130,000 per annum, depending on skills and experience.

Our head office is Wellington based; however, the Commission is a flexible by default organisation therefore we welcome applications from candidates who are open to working remotely from locations across New Zealand.
