Graduate Analyst
We have an exciting opportunity for an enthusiastic and motivated Graduate Analyst to join us and create positive change for New Zealand.
The Commission was established by the Climate Change Response (Zero Carbon) Amendment Act 2019 ('the Zero Carbon Act'), which amended the Climate Change Response Act 2002 (CCRA).
The Commission plays a key role in developing and implementing clear and stable climate change policies in Aotearoa New Zealand. We do this by providing independent, expert advice to the Government on both mitigating and adapting to the effects of climate change. We also monitor and review the Government's progress towards its emissions reduction and adaptation goals.
In the past six years we’ve provided advice on emissions budgets, emissions reduction plans, agricultural emissions pricing, NZ Emissions Trading Scheme settings, the 2050 target and whether to include international shipping and aviation emissions. Recognising Te Ao Māori is a key priority for the Commission. This means we work with the Crown’s Treaty partner and grow our capability and capacity to accurately reflect Māori views and Te Tiriti o Waitangi in our work.
Te Tūranga | The role
We are seeking a Graduate Analyst to provide resourcing support and analytical assistance to project teams. This includes supporting submissions analysis and research, and contributing to draft outputs such as reports, briefings, and presentations.
This fixed-term role will primarily support submissions analysis for the Commission’s update to its fourth emissions budget advice. The role will be responsible for processing and summarising submissions as they are received. Following the close of consultation, the Graduate Analyst will produce an overall summary of submissions, including key themes.
In addition, the role will provide general analytical support to the update to its fourth emissions budget project and contribute to other projects as required.
The likely appointment range for this role is between $60,000 and $73,000 per annum, depending on skills and experience.

The ideal candidate will have an understanding of climate change emissions reduction targets and budgets, including agriculture emissions. Experience with quantitative analysis or modelling and familiarity with government consultation processes would be advantageous.

- Relevant tertiary qualification (or close to completion) and/or equivalent experience
- Foundational understanding of research, evidence and analysis methodology, with awareness of emerging and innovative approaches and frameworks and a willingness to learn how these are applied in practice
- Demonstrated critical thinking and problem solving skills, with the ability to analyse information, identify key issues, and draw logical conclusions with guidance
- Developing quantitative and qualitative skills
- Experience contributing to projects through study and the ability to work collaboratively as part of a team
- An understanding of te Tiriti o Waitangi/the Treaty of Waitangi, Treaty principles, te ao Māori (including tikanga and kawa).
