Analyst, Built Environment and Energy Transition
We have an exciting opportunity for a highly skilled and motivated quantitative analyst or modeller to join us as an Analyst, to create positive change for Aotearoa.
The Commission was established by the Climate Change Response (Zero Carbon) Amendment Act 2019 ('the Zero Carbon Act'), which amended the Climate Change Response Act 2002 (CCRA).
The Commission plays a key role in developing and implementing clear and stable climate change policies in Aotearoa New Zealand. We do this by providing independent, expert advice to the Government on both mitigating and adapting to the effects of climate change. We also monitor and review the Government's progress towards its emissions reduction and adaptation goals.
In the past six years we’ve provided advice on emissions budgets, emissions reduction plans, agricultural emissions pricing, NZ Emissions Trading Scheme settings, the 2050 target and whether to include international shipping and aviation emissions. We have delivered the country’s second national climate change risk assessment. We’ve monitored progress reducing emissions and adapting to the effects of climate change. The Built Environment and Energy Transition (BE&ET) team is looking for an Analyst to join our energetic, friendly team.
The team is accountable for providing high-quality analysis and advice as it relates to all of the Commission’s CCRA statutory deliverables and ownership of the evidence base and technical engagement relating to the Built Environment and Energy Transition. The energy transition is an umbrella term that applies to the part of the economy that needs to transition away from fossil fuels for a net zero future, specifically, this relates to electricity, industry, transport and the built environment. This includes both mitigation and adaptation analysis.
The role will be a mix of quantitative and qualitative. It will require strategic thinking about the decarbonisation of the transport and wider energy systems, and links with climate change adaptation. The role will also require consideration of policy levers and other contextual factors, such as affordability or security, that might influence the sectors’ transition.
The role will also work with our transport energy system model to help develop the model and our assumptions about future technology and behaviour change.
The team works closely with others, so a willingness to contribute to a diverse range of projects is required. We are seeking an individual who can work alongside a variety of stakeholders and is able to listen and challenge.

- Delivering well-reasoned and insightful analysis to support our objectives.
- Supporting the maintenance of and contributing to the improvement of our energy and transport modelling system and broader quantitative analysis work
- Assisting in the creation and utilisation of evidence to inform our analysis.
- Contributing to the drafting of associated policy, advice, modelling and/or technical reports.
- Working as a member of project teams and across your portfolios.
He kōrero mōu | About you
You will have or be developing towards having the following
- A relevant tertiary qualification, preferably post-graduate or equivalent experience
- Understanding of research, evidence and analytical methods, including emerging and innovative approaches and frameworks, and experience in working with a range of methods
- Experience or background in quantitative data analysis and modelling (background in transport and energy modelling desirable)
- Strong critical thinking and analytical abilities
- Experience supporting the completion of project work and working in a collaborative way
- Good communication skills, both oral and written
- Understanding of the principles of Te Tiriti o Waitangi, te ao Māori and experience engaging with Iwi/Māori.
