The built environment program manager leads CLEER’s efforts to decarbonize the built environment. This role is responsible for developing, overseeing, and managing programs that help residential, multifamily, and commercial buildings implement energy efficiency and electrification solutions to save money. The built environment program manager coordinates a team, supports workforce development, and collaborates with regional and state partners to meet local and statewide climate and energy goals.


Essential responsibilities

Built environment program delivery, education, and outreach

  • Identify workforce and contractor training needs and opportunities and create programs to support workforce training and growing regional expertise.
  • Support the development of innovative education and outreach materials to reduce energy use in the built environment, including workshops, events, and campaigns.
  • Provide energy coaching services for residents and businesses.
  • Coordinate the processing of rebates and incentives that support building energy efficiency and electrification.


Program and team management

  • Lead CLEER’s residential and commercial energy efficiency programs using a collaborative team approach.
  • Continuously evaluate and improve programs for short-term effectiveness and long-term impact aligned with adopted climate targets.
  • Design and implement systems to track program efficiency, outcomes, and impact.
  • Supervise, mentor, and train team members on built environment programs and processes.
  • Develop and maintain an annual work plan outlining key milestones, success metrics, and timelines.
  • Ensure team access to the latest technologies, data, and practices in building efficiency.
  • Oversee contract deliverables and ensure program goals are met; delegate responsibilities as needed.
  • Develop and manage budgets, including strategic planning for future growth and expanded program funding.


Partnerships and policy coordination

  • Serve as liaison to local, regional, and state partners.
  • Monitor and pursue relevant grant and funding opportunities in collaboration with team members.
  • Contribute to energy policy development by providing data, case studies, and expert insight.


Other responsibilities

  • Assist with and lead additional tasks as assigned in support of other programs where the team leader’s experience and skills are needed. This may include renewable energy, transportation, and economic development programs.
  • Collaborate with other CLEER staff and contractors.
  • Support fundraising and other organizational development activities.


Required qualifications

  • Bachelor’s degree in sustainability, environmental science, or a related field. Specific training or certifications in building sciences are a plus.
  • Five years of experience in clean energy, environmental services, building science, or other related work.
  • Experience with Microsoft Office and/or Google programs suite, among other software programs.
  • Strong written communication skills, including report writing, grant development, project proposals, emails, and media communication. 
  • Verbal communication skills including presentations to a variety of stakeholders and audiences, direct individual outreach, and the ability to facilitate meetings.
  • Teamwork and collaboration, with both internal and external partners.
  • The ability to work occasional evenings and weekends.
  • A growth mindset and willingness to try new approaches.


Office and reporting structure

  • Reports to CLEER’s Associate Director.
  • Supervises other team members and contracts as needed.
  • Work location is generally in-office at the Third Street Center in Carbondale and includes field work, site visits, and meetings. Remote work is allowed one or two days a week.
  • This position is full-time and works typical hours of Monday through Friday, 9am to 5pm. Some flexibility is allowed.


Salary and Benefits 

$75,000 – $90,000 – includes paid holidays, vacation, sick time, plus monthly health stipend and employer matched retirement account.
