About the Section


The Environmental Markets Analysis section:


  • Delivers authoritative, evidence-based insights on Australia’s environmental markets, specifically the Safeguard Mechanism, Australian Carbon Credit Unit, Nature Repair Market, and Product Guarantee of Origin schemes, undertakes research and analysis on industrial decarbonisation, the Safeguard Mechanism, and transition to a net zero economy. The team delivers the environmental markets analysis for the CER’s flagship market intelligence publication, the Quarterly Carbon Market Report, and builds, maintains and enhances in-house models of the Australian Carbon Credit Unit and Safeguard Mechanism Scheme.


About the Role


We are looking for an experienced leader of analytical staff to lead a section delivering high quality, policy-relevant quantitative analysis. This is a unique opportunity to shape the agency’s economic analysis capability, working with sophisticated tools and technology in a data-rich environment to deliver insights within the agency and externally.


The duties of the position are to:


  • Lead a team of economic, market and carbon emissions professionals responsible for developing and delivering authoritative, robust analysis and guidance on Australian environmental markets, in particular the Safeguard Mechanism and Australian Carbon Credit Unit Scheme. This analysis includes insights from in-house models and is delivered in a variety of formats including readable reports that deliver analysis and insights for non-technical audiences.
  • Oversee delivery of the agency’s Quarterly Carbon Markets Report a timely manner following the end of each quarter while effectively prioritising and managing a range of other section and cross-agency projects including bespoke analytical work for every Regulator Board meeting.
  • Set strategic direction and long-term planning in relation to carbon markets analysis and advice, including developing and prioritising policy-relevant questions, exploring and developing sources of data and intelligence, maintaining and enhancing existing in-house models, and providing strategic and technical guidance to staff to support their analysis.
  • Work in a highly collaborative way with branches across the CER to identify trends, market intelligence and report on the performance of the Clean Energy Regulator’s Schemes and enhance the agency’s ability to use scheme and other data to inform the agency and market participants.
  • Develop and manage key internal and external networks to scan for market trends and developments in emissions reductions, and work in a highly collaborative fashion with staff from other APS agencies doing related work to improve the analysis and advice provided to executives, Ministers and market participants.
  • Initiating activities and strategies to build and lead a high performing team, including successful coaching and development of staff, and mobilising the capability, strength and leadership of others.
  • Work with a level of independence, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes.
  • Performing effective and accountable financial management and budgeting activities.
