We are an economic regulator accelerating carbon abatement for Australia. We do this by administering Australian Government schemes to measure, manage, reduce and offset carbon emissions in Australia.
Our role is determined by climate change law. We administer schemes that contribute to the Australian Government climate target of reducing emissions to 43% below 2005 levels by 2030 and Net Zero by 2050.

About the Branch
The Legal Services and Governance Branch supports the operations of the Clean Energy Regulator through the provision of the following in-house services:
- legal advice
- secretariat support for governance committees (including the Regulator Board)
- freedom of Information and disclosure
- risk planning and management
- internal fraud; and
- information governance.
We provide independent and objective risk and audit assurance and advisory services that seek to provide confidence in the ability of the agency’s people, processes, and systems to deliver on its objectives. This includes the development and maintenance of operational risk and governance frameworks, advice and assurance activities (including the annual internal audit work program), that support the agency’s approach to good governance and, risk management. We assist the Regulator Board and key agency governance committees to effectively function and contribute to the agency’s reputation as a trusted, relevant and expert institution through the management of a suite of conformance obligations.
The Information Governance function has recently moved into the branch. It facilitates access to records and establishes best standards for record management practices. The Information Governance team works in partnership across CER to ensure the security and value of our Information Assets with three overarching outcomes to our services: information governance, information management and records management.
Our overarching purpose is to ensure that the agency has the information it requires, when it requires it, to make robust decisions.
Key legal functions of the Branch include:
- drafting and/or clearing legal documents
- managing compliance with obligations under FOI and Ombudsman schemes
- coordinating the conduct of administrative, civil, and criminal litigation
- coordinating the internal review and complaints management processes
- overseeing the agency governance framework, including managing all strategic and key accountable business committees
- delivering coordinated input into amendments to existing legislation; and
- ensuring effective regulatory reform.
About the Role
As the General Counsel, and a Senior Executive, you will be a part of the Business and Strategic Leadership Teams in the agency. You will inspire the Legal Services and Governance Branch on how to provide the best service to the agency, and how to engage, change, and educate to influence decisions and actions. This is an exciting and important time for the agency, and you will be responsible for challenging and rewarding work in administering legislation that will reduce carbon emissions and increase the use of clean energy on a national scale. In addition, you will build effective, high performing teams and lead, mentor and develop others.
The General Counsel reports directly to the Chair of the Clean Energy Regulator and provides counsel and advice directly on significant matters.
