ROLE

The role of the U.S. Policy Manager, Zero-Carbon Fuels and Transportation Decarbonization is to develop and advocate for policies in the U.S. that promote: demonstration and scaling of zero-carbon fuels (ZCF) production (i.e., low-emissions hydrogen and ammonia), the development of storage and transport infrastructure for ZCFs, and the use of ZCFs in multiple end use sectors (particularly the heavy transportation sector) that may need ZCFs to decarbonize. In addition, the Policy Manager will develop and advocate for policies specific to decarbonizing the transportation sector, such as a Zero-Carbon Fuel Standard (ZCFS) or Zero Emission Vehicle (ZEV) Mandates. Policy education and advocacy will be primarily conducted at the U.S. federal and state level. Substantive policy work includes monitoring and evaluating existing policies and policy concepts as well as developing new policies. This work will be undertaken in collaboration with multiple teams within CATF, and this role will split their time and focus between CATF's Zero-Carbon Fuels work and its Transportation Decarbonization work, which are heavily connected. It will also include collaboration with allied NGO, business, expert, and government-based stakeholders.

Key Functions and Responsibilities:

  • Policymaker education and advocacy: Develop and execute strategies relating to educating lawmakers and staff about relevant policy concepts and advocacy to achieve policy outcomes. This will include direct communications with public officials, as well as leveraging networks of relevant stakeholders from civil society/NGOs, the commercial sector, and experts.
  • Development and assessment of policy: Work with the Transportation Decarbonization Program, the Zero-Carbon Fuels Program, and the Federal Policy team to develop new or updated policies that are potentially effective and appropriate for the relevant governmental jurisdiction. Assess the policy and political efficacy of existing or new policy recommendations developed externally to CATF.
  • Analysis in support of policy development and advocacy: Directly undertake, support, or oversee analytic work related to policy assessment and advocacy. Areas can include policy analysis, economic modeling, and assessment of technology status.
  • External Communications: Collaborate with CATF's communications experts to represent CATF in public forums such as news media interviews, hearings, meetings, conferences, and workshops and to develop blogs, reports, white papers, and other forms of content.
  • Subject Matter Expert: Possess and gain deep familiarity with technical, economic, market, and policy issues related to ZCFs and transportation decarbonization.
  • Collaboration: Work in collaboration with and provide support to ZCF and Transportation Decarbonization team members and other CATF teams as needed.
  • Operational support: Provide support to fundraising efforts, including grant writing and funder communications.

Skills/Qualifications:

  • Bachelor's degree in a relevant field required; Advanced degree (Masters or higher) preferred
  • Relevant professional experience in government, industry, and/or civil society organizations working on climate change, energy, and/or public policy
  • Demonstrated interest in climate change and energy issues
  • Experience working on policy research, design, analysis, and/or advocacy at the U.S. federal or state levels
  • Thorough knowledge of federal energy and climate policy
  • Self-starter who enjoys taking initiative and helping others
  • Consistent follow-through, highly organized, and committed to high-quality work
  • Excellent communication, interpersonal, and presentation skills; analytical and problem-solving abilities
  • Capable of working and collaborating in a virtual office environment; willingness to travel occasionally
  • Passion for CATF's mission

Compensation and Location:

This is a remote, full-time position flexible within the U.S., but Washington, D.C. is preferred. CATF offers an excellent benefits package and a competitive salary that is commensurate with experience. The salary range for this position is $85,000 - $120,000.
