ABOUT CATF


Clean Air Task Force (CATF) is a nonprofit organization working to safeguard against the worst impacts of climate change by catalyzing the rapid global development and deployment of low-carbon energy and other climate-protecting technologies. This is accomplished through research and analysis, public advocacy leadership, and partnership with the private sector. CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink their impact on the planet’s atmosphere. Our team of experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and enacting public policies that drive toward zero-emissions. We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable. CATF has offices in Boston, Washington D.C., and Brussels, with staff working virtually around the world.


With staff on four continents and operations on six, the Methane Pollution Prevention (MPP) team is leading the global effort to bend the curve on climate change in our lifetimes by combating the harmful effects of methane pollution, a potent greenhouse gas that is responsible for nearly half of the warming we are experiencing today. Our program includes extensive work in all the major methane sectors: energy, waste, and agriculture. As part of our ongoing efforts, we are seeking a highly motivated manager with strong technical and analytical skills to join our global methane team.


ROLE


The Europe Policy Manager will play an important role in the implementation of CATF’s methane strategies to reduce emissions from major emitting sectors across the European continent.

The role of the Europe Policy Manager is to develop and advocate for policies that promote methane reduction in partnership with CATF’s MPP team, CATF’s advocacy and communications teams, and other teams operating in the region. The Policy Manager will lead MPP policy education and advocacy, advancing MPP policy activities and priorities at both the level of national governments and EU institutions.


Substantive policy work includes (a) monitoring and evaluation of existing policies and policy concepts across the energy, waste, and agriculture sectors, (b) developing new policies, (c) planning and executing outreach campaigns together with the relevant CATF teams, and (d) supporting technical capacity building for implementation of regulations. It will also include collaboration with allied NGO, industry, expert, and government-based stakeholders. Additionally, the Policy Manager will be expected to cultivate and nurture new opportunities in Europe through extensive networking.


Key Functions and Responsibilities:


Policy Development and Assessment


  • Possess and gain deep familiarity with technical, economic, market, and policy issues related to methane mitigation across the energy, waste, and agricultural sectors; particularly with regards to trade-based policy tools and standards for measurement, reporting, and verification (MRV) of methane emissions.
  • Develop new or updated policies that are effective and appropriate for the respective governmental jurisdiction, in collaboration with MPP sectoral lead, MPP technical staff, and other key internal and external stakeholders.
  • Assess the policy and political efficacy of existing or new policy recommendations developed externally to CATF.
  • Draft and present regulatory comments and amendments as part of the policy assessment and development process.
  • Identify opportunities, priorities, and methods to answer policy-relevant questions through research and analysis based on stakeholder needs.
  • Directly undertake, support, or oversee analytic work related to policy assessment and advocacy, supporting coordination with MPP technical staff.


Advocacy and Capacity Strengthening


  • Develop and execute strategies relating to education about relevant policy concepts and advocacy to achieve policy outcomes. This will include planning and leading direct communications with public officials in collaboration with CATF’s Europe Policy Advocacy team, as well as creating and leveraging networks of relevant stakeholders from civil society/NGOs, industry, academia, and other experts.
  • Lead and manage relationship-building across Europe to build technical capacity and supports regulators in the implementation of methane mitigation policies, including via the facilitation of webinars, trainings, roundtables, and workshops on methane.


Stakeholder Engagement and Partnerships


  • Work directly with other NGOs and coalitions to support methane reduction efforts across sectors at both the EU level as well as the national level throughout Europe.
  • Help to define and execute CATF’s strategies with partners.
  • Work with other internal teams within CATF (including, but not limited to, the broader European advocacy, development, events management, and communications teams) and ensure timely information sharing, collaboration, and support of regional goals.
  • Represent CATF with news media and in public forums, meetings, conferences, and workshops.
  • Contribute to and/or author blog posts, reports, white papers, and other forms of content.


Strategy and Operations


  • Work closely with the Senior Europe Policy Manager and other MPP staff to support MPP’s regional methane strategies and project development.
  • Advise on new approaches that sustain project and program delivery.
  • Support budget and consultant management to deliver strategic initiatives.
  • Respond and adapt to new internal policies and procedures and align work with CATF and MPP strategies as well as MPP program objectives.


Skills and Qualifications


Education/Background


  • BSc/BA is required; MSc/MA or other advanced degree is preferred
  • 5+ years of relevant professional work experience
  • Thorough knowledge of EU climate policy
  • Proven expertise in methane mitigation (professional or educational experience)
  • Knowledge of EU institutions and legislative system

This position requires the ability to travel domestically and internationally several times per year, depending on project needs.


COMPENSATION AND LOCATION


This is a full-time, remote position, with location flexible within the EU, but with a preference for Brussels due to the level of engagement needed there.


Candidates must be authorized to work in their country of residence. CATF is not able to sponsor work authorization for this role.


CATF offers an excellent benefits package and a competitive salary that is commensurate with experience. Compensation will be determined based on local market benchmarks and cost-of-living considerations in their respective countries. We benchmark international salaries using reputable market data and align compensation with local cost-of-living and legal standards.


This is a grant-funded, time-bound position with funding currently confirmed through March 2028. Any continuation beyond that date will depend on funding availability and program needs.
