I. BACKGROUND

Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribute to the development of a more sustainable, equitable and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental health impacts and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India.

About The Project

The Sustainable Cities Team of Clean Air Asia drives efforts to help cities across Asia strengthen air quality management (AQM) systems and advance low-carbon development. The team works closely with local governments, academia and research institutions, communities and other stakeholders to address priority air quality issues as well as integrate AQM into urban development and sectoral plans. To help us do this, we assess institutional and technical capacities for AQM, support the development of clean air and climate action plans, and collaborate with partners to formulate project concepts that demonstrate scalable, people-centered solutions in transport, energy, and waste sectors.

Under the “Pathways for Clean Air and Clean Energy” project, we are supporting Hanoi in monitoring and reporting on progress of the Hanoi Air Quality Management Plan implementation, convening relevant air quality management stakeholders to coordinate programs in Hanoi, communicating progress and successes of air quality improvement projects to donors and supporting organizations. Collectively, these interventions are designed to strengthen enabling conditions for effective governance, mobilizes investments, and supports delivery of clean air and climate solutions.

Ii. Responsibilities And Scope Of Work

Under the supervision of the Sustainable Cities Lead and in close collaboration with the Project Associate, the Researcher’s primary duties are as follows:

  • Support the development of the Hanoi Clean Air Management Profile, including data gathering, analysis and validation through consultations and verification of the Hanoi Clean Air Scorecard Tool findings
  • Support the development of Hanoi’s Air Quality Management Plan monitoring and reporting system, including conducting research, drafting of the process documentation and design of reporting templates
  • Support the organization of the Hanoi Reporting Conference and other meetings/consultations with Hanoi stakeholders, including logistics, content development, remote participation, and documentation/report development
  • Contribute to project progress and final report preparations
  • Participate in progress team meetings

Iii. Eligibility Requirements And Criteria

  • A bachelor’s degree in Atmospheric Science, Environmental Science, Environmental Engineering, Environmental Policy, Chemistry, Meteorology, Engineering or any related discipline.
  • At least one year of previous work experience on environmental management, sustainable development, air quality, climate change, transport, or energy.
  • Experience in organization of workshops and events, stakeholder coordination and engagement, scientific research, comprehensive report writing, and team-based delivery of outputs
  • Competence and proficiency in using online Microsoft Office tools and applications
  • Excellent research and oral and written communication skills
  • Has great attention to detail; follows a systematic and organized approach towards work
  • Ability to work independently and as part of a multicultural and multidisciplinary team

IV. DURATION, REMUNERATION And OTHER BENEFITS

The Researcher will be appointed from December 2025 to May 2026 under a full-time, fixed-term consultancy contract. The work arrangement will be hybrid, with a combination of work-from-home and report to office set-up. The remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience.
