I. BACKGROUND

Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia, contributing to the development of a more sustainable, equitable, and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental impacts, and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at the city, national, and regional levels. Since 2008, Clean Air Asia has been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters is in Manila, Philippines, and we have offices in Beijing, China, New Delhi, India, and Jakarta, Indonesia.

To support this initiative, we are contracting Project Associates (Based in Iloilo City and Manila) who will support the research, writing, coordination, and implementation requirements of Clean Air Asia’s initiative in implementing Living Labs pilot in Transformative Actions for Climate and Ecological Protection and Development (TRANSCEND) Landscape.

Ii. Job Summary

The Project Associate will support Clean Air Asia’s initiative to pilot inclusive low-carbon transport solutions in TRANSCEND landscapes in the Philippines by providing technical, coordination, and implementation support to government stakeholders, technical partners, and the Living Labs Technical Working Group.

Iii. Responsibilities And Scope Of Work

The Project Associate will support the research and coordination of Clean Air Asia’s initiative to pilot inclusive, low-carbon transport solutions in TRANSCEND landscapes in the Philippines. The Project Associate will provide technical and implementation support to the project team, technical partners, and the Living Labs Technical Working Group. Under the direct supervision of the Sustainable Transport Lead and in close collaboration with the Clean Air Asia TRANSCEND project team, the Project Associate’s primary duties include:

  • Support the research, technical analysis, and development of inclusive low-carbon transport solutions, and the development of a Living Lab pilot project.
  • In the TRANSCEND landscape, act as the primary coordinator between the project and the local and regional government units. This includes supporting the alignment of project activities with local development plans, securing necessary regulatory approvals, and facilitating government participation in project steering committees, focus group discussions, regional meetings, and other coordination meetings related to the project.
  • Support partnership building with relevant city, provincial, and regional stakeholders working on sustainable development, climate change, air quality, and related issues.
  • Supporting scoping stakeholders and institutional mapping, and networking activities to identify opportunities and inform the development of inclusive, low-carbon transport solutions in the landscape.
  • Organize and develop materials for workshops, focus groups, and meetings.
  • Oversee the day-to-day implementation of on-ground activities, ensuring that the pilot is implemented in accordance with the work plan.
  • Coordinate the collection of site-specific data to track the impact of Living Lab interventions. Ensure all field observations are documented to support evidence-based scale-up.
  • Identify and document results of the Living Labs pilot. Support the development of communication materials that translate on-ground results into sustainable development benefits
  • Provide translation support (relevant to the Iloilo Landscape)
  • Support transport-related tasks that may be assigned from time to time.
  • Support project activities and attend project meetings in Manila and the Landscape.

Essential Qualifications

IV. QUALIFICATIONS AND REQUIREMENTS

  • University degree in Urban Planning, Environmental Science, Environmental Management, Environmental Engineering, Engineering, or any related discipline. An advanced degree in the aforementioned field is an advantage.
  • Has at least 3 to 5 years of experience in project implementation and stakeholder coordination related to city development, sustainable transport planning, and climate change mitigation
  • Experience in project management and writing reports is a must.
  • Has experience in the conduct and analysis of research data gathering (questionnaire and interview surveys)
  • Has excellent written, verbal communication, presentation, and interpersonal skills
  • High proficiency in Microsoft Office applications required; capability in using statistical software is an advantage.
  • Demonstrated attention to detail
  • Team player with the ability to contribute more widely to the direction of Clean Air Asia’s program.

Essential Qualifications For Iloilo-based Project Associate

  • Proficient in Hiligaynon/Ilonggo
  • Local knowledge of Iloilo City and the Province

Essential Qualifications For Calapan Project Associate

  • Local knowledge of Calapan City and the Province

Desirable Qualifications

  • Experience working with civil society groups or NGOs in the environmental, public health, or climate sectors.
  • Experience in working on implementing Living Labs or pilot transport projects

V. DURATION AND REMUNERATION

The Project Associates will be engaged until 31 December 2028 under a full-time, fixed-term project contract. This position will follow a hybrid work arrangement, combining remote work with in-office and in-person meetings or activities as required by the project. The probationary period is 3 months. The base monthly remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience. In addition to government-mandated employee benefits, Clean Air Asia provides HMO medical and hospitalization insurance, 24 days paid vacation leaves, up to 10 days sick leave, and observes 13 public holidays per year. Clean Air Asia also provides opportunities for travel domestically and internationally.
