Gender Equality, Disability, and Social Inclusion (GEDSI) Expert (Consultant)
I. BACKGROUND
Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribute to the development of a more sustainable, equitable and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental health impacts and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India.
About The Project
Urban-Act supports the transformation of cities towards low-carbon and resilient urban development in the Philippines, China, India, Indonesia, and Thailand. It contributes to the implementation of Nationally Determined Contributions (NDC) and the 2030 Sustainable Development Agenda.
The Project aims to promote vertical coherence by ensuring the integration of national policies and frameworks into local plans and programs for effective climate action. The Project works at the regional (Asia-Pacific), national, and local levels across the climate change and sustainable urban development spheres.
At the Asia-Pacific level, the Project supports advocacy through intergovernmental and city-to-city dialogue with support from regional consortium partners UN Economic and Social Commission for Asia and the Pacific (ESCAP) and United Cities and Local Governments Asia Pacific (UCLG ASPAC). Urban-Act facilitates knowledge sharing to enable the scaling-up of project results and to help institutionalize good practices.
In the Philippines, the Project works with national government agencies to update and further develop policies and frameworks for urban climate action through technical services, cross-sectoral and multi-level coordination, and capacity development.
Additionally, Urban-Act works with the city governments of Antipolo, Bacolod, and Tagbilaran to develop climate-sensitive urban development plans that are supported by underlying budgets and clear investment plans.

GEDSI refers to efforts to ensure that people from all backgrounds, including women and gender diverse people, people with disability, and people facing different forms of marginalization can equitably and safely access, contribute to, influence and benefit from the planning, governance, and implementation of development initiatives. A GEDSI lens is used to prevent unintended harm, exclusion, and further discrimination of vulnerable groups, and to promote their rights, equal opportunities, and benefits.
We are looking for a dynamic and self-motivated individual interested in the integration and mainstreaming of GEDSI concepts on the development of local plans and facilitation of community engagement activities under the Urban-Act Project.
Ii. Responsibilities And Scope Of Work
Under the direct supervision of Clean Air Asia’s Sustainable Cities Lead and in close collaboration with the project team, the primary duties of the Consultant include:
The GEDSI Expert (consultant) will be appointed from December 2025 until August 2026 on a full-time, fixed-term consultancy contract. The position will have a hybrid work arrangement, involving a combination of work-from-home and in-person meetings/activities in Pasig (Clean Air Asia office), Quezon City, and Manila City. The work schedule will be agreed upon with the Clean Air Asia team.
The remuneration is competitive but may vary, subject to the candidate’s professional qualifications and work experience.

Ii. Responsibilities And Scope Of Work
Under the direct supervision of Clean Air Asia’s Sustainable Cities Lead and in close collaboration with the project team, the primary duties of the Consultant include:
- Contribute towards finalizing the Stakeholder Engagement Plan (SEP) of the project’s three cities, ensuring consistent integration of GEDSI principles across the document
- Design and facilitate consultations, workshops, and events aligned with the Stakeholder Engagement Plans, guided by GEDSI principles
- Assess and ensure alignment of project activities and outputs with GEDSI principles
- A graduate degree in gender studies, development studies, women and development, or other related courses.
- Experience in providing technical assistance in Gender and Development (GAD) planning, budgeting, and gender analysis.
- Experience in consulting and/or training for GAD-related programs such as research, policy development, program implementation and mainstreaming.
- Experience in working with the Philippine Commission on Women is an advantage.
- Excellent research and oral and written communication skills
- Has great attention to detail; follows a systematic and organized approach towards work
- Ability to work independently and as part of a multicultural and multidisciplinary team
