I. BACKGROUND

Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribute to the development of a more sustainable, equitable, and healthier region. The e-mobility ASAP Project

Clean Air Asia is currently executing the Accelerating the Adoption and Scale-up of Electric Mobility for Low-Carbon City Development in the Philippines, or the e-mobility ASAP Project, through a consortium with De La Salle University, the Electric Vehicle Association of the Philippines, and the Urban Electric Mobility Initiative. The project forms part of the Global Programme to Support Countries with the Shift to Electric Mobility, funded by the Global Environment Facility and led by the United Nations Environment Programme. In the Philippines, the project is implemented by the United Nations Industrial Development Organization, the Department of Trade and Industry, and the Board of Investments.

The e-mobility ASAP Project aims to reduce greenhouse gas emissions from the transport sector by accelerating electric mobility adoption and supporting the development of the local electric vehicle and EV parts manufacturing industry. The project provides policy, regulatory, technical, and capacity-building support to strengthen the enabling environment for e-mobility investments and deployment in the Philippines.

A key area of the project is its support to the development and implementation of the Electric Vehicle Incentive Strategy, which aims to narrow the cost gap between electric vehicles and fossil fuel-based vehicles and provide fiscal and non-fiscal support to attract investments in electric vehicles and EV parts manufacturing.

The project is structured around four interlinked components: policy and institutional support, business model and industry development, electric vehicle and charging infrastructure deployment, and capacity building, knowledge management, partnerships, and scaling up. These components guide the project’s work across policy development, investment and business model support, technical assistance, deployment activities, stakeholder engagement, gender-responsive programming, and knowledge sharing.

Within this framework, the project provides technical support to government partners on policy research, regulatory development, and investment-related analysis needed to advance the EV industry. This includes support for policy recommendation papers, implementing rules and regulations, joint administrative issuances, market and policy intelligence, and investment promotion materials related to the Electric Vehicle Incentive Strategy and broader e-mobility industry development.

In this context, Clean Air Asia is seeking an E-Mobility Policy Researcher who will provide technical, research, and coordination support to these policy-related activities, working closely with the e-mobility ASAP Project Team and the Board of Investments.

Ii. Job Purpose

The E-Mobility Policy Researcher will provide technical, research, and coordination support for the project’s policy and industry development workstream, particularly in the preparation of policy recommendation papers, regulatory and administrative issuances, market and policy intelligence, and investment promotion materials related to the Electric Vehicle Incentive Strategy and broader e-mobility industry development.

Iii. Responsibilities And Scope Of Work

Under the direct supervision of the Project Coordinator, the E-mobility Policy Researcher will provide technical, research, and coordination support for the implementation of the e-mobility ASAP project’s Component 1 focused on policy ecosystem and institutional framework for EV industry development in the Philippines. The Researcher’s key responsibilities are as follows:

  • Support the development of policy recommendation papers on e-mobility industry
  • In close coordination with the Incentives and Industrial Strategy Development consultants, the Researcher shall support in drafting policy recommendation papers affecting e-mobility industry development, including but not limited to the Executive Order No. 62 and Republic Act No. 12066
  • Reviewing relevant policies, administrative issuances, and government frameworks in the implementation of the EV Incentive Strategy (EVIS) and provide recommendations where applicable
  • Analyze policy implication, implementation issues, and strategic considerations
  • Support in the formulation of evidence-based recommendations to support government decision-making
  • Support the development of the Implementing Rules and Regulations, Joint Administrative Order, and other relevant issuances for the implementation of the EV Incentive Strategy
  • Support the Incentives and Industrial Strategy Development consultants in the finalization of the Implementing Rules and Regulations for the EVIS
  • Support the drafting of the Joint Administrative Order of the implementation of the Incentive Strategy, in accordance with guidance from the BOI
  • Prepare background papers, issue notes, and comparative policy references
  • Support consultations and consolidate comments from relevant stakeholders
  • Undertake continuous research, policy scanning, and market intelligence on the regional e-mobility sector
  • Support the Project Associate in the development of the weekly EV Insider being delivered to the Board of Investments (BOI) and to the Project Team
  • Monitor developments on EV policy, regulation, incentives, and industry support measures in ASEAN and relevant comparator countries
  • Track market, trade, investment, technology, and value chain trends relevant to the regional EV ecosystem
  • Identify regional and global lessons, benchmarks, and competitive positioning in e-mobility industry development
  • Provide synthesis into research notes, analyses, and policy inputs to inform domestic policy, regulatory, and investment-related support to Project partners
  • Develop and support the operationalization of EVIS Investment Promotion
  • Provide technical support in the development of the pitch book for the EVIS as part of the Project’s recommendations to BOI
  • Develop recommended approaches, messages, and engagement pathways for investment promotion
  • Support the identification of priority investment segments, target investors, and key value propositions for the local EV manufacturing industry
  • Support BOI in the conduct of meetings, consultations, and engagements with relevant stakeholders
  • Document discussions, key highlights, and recommended actions
  • Support Monitoring, Evaluation, and Knowledge Documentation
  • Assist in developing monitoring plans and in the development of above-mentioned deliverables, supporting the Project team in managing the Project outputs
  • Maintain reference materials, research files, and source documentation, including compiling relevant data and information from government, industry and secondary sources
  • Coordinate with relevant team members and stakeholders on the implementation of project deliverables
  • Support other related activities necessary under the guidance of the Project Coordinator

Iv. Eligibility Requirements And Criteria

  • Bachelor’s degree in Public Administration, Public Policy, Economics, Legal Management, Engineering, or a related field.
  • At least 2–3 years of relevant work experience in one or more of the following areas: electric mobility, industrial policy, policy research, investment promotion, project management, or related work.
  • Demonstrated experience in conducting research and preparing policy papers, briefing notes, technical reports, or similar knowledge products
  • Familiarity with e-mobility, automotive manufacturing, industrial policy, trade and investment promotion, or related sectors is preferred
  • Good understanding of Philippine policy and regulatory processes; experience supporting the development of regulations, issuances, or similar instruments is an advantage
  • Excellent communication skills and ability to engage with a range of stakeholders including government agencies, industry groups, and private sector partners.
  • Detail-oriented, proactive, and able to synthesize complex information clearly and concisely.
  • Willingness to travel to project sites for field activities if required

The selected candidate will be appointed from 1 July 2026 until 30 June 2027 under a project-based full-time consultancy contract. The remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience.
