Communications Researcher
I. BACKGROUND
The e-mobility ASAP Project, implemented in partnership with the Department of Trade and Industry (DTI), Board of Investments (BOI), and UNIDO, supports the development of the Philippine electric vehicle (EV) industry. The project delivers policy support, technical assistance, and stakeholder capacity-building to promote local EV manufacturing, investment, and adoption.
The project is consistent with Clean Air Asia’s mission of achieving better air quality and sustainable, low-emission development across Asia. Through its core communications work, it aims to translate research and policy into actionable knowledge, strengthen public and stakeholder engagement, and highlight the links between clean air and sustainable mobility. This communications capacity is important in not only advancing organizational objectives but also amplifying the outcomes of the e-mobility ASAP Project.
To ensure that both the outcomes of the e-mobility ASAP Project and core communications work are effectively communicated to stakeholders, Clean Air Asia is seeking a Communications Researcher who will provide critical support in distilling technical content into accessible, engaging, and visually compelling formats, enabling timely and professional outreach.
This role is expected to be full-time, and will comprise 4 days per week (80-90% of time) dedicated to the e-mobility ASAP Project, as well as a day a week (10-20% of time) on general communications support. This will need to be recorded on timesheets accordingly.
II. OBJECTIVES

Under the co-management of Clean Air Asia’s Associate Director, Communications and Marketing and the project’s Component 4 Lead, the Communications Researcher will primarily focus on content development and stakeholder engagement, with additional responsibilities in visual communication and knowledge management, as needed. II. OBJECTIVES
The Communications Researcher Will
- Enhance the project’s capacity to respond to fast-moving communication needs, especially for DTI and BOI, by providing timely communication support;
- Translate technical findings and project outputs into high-quality, audience-tailored materials such as FAQs, backgrounders, summaries, infographics, and other communication tools;
- Support the development and dissemination of media and PR materials to promote EVIS and other project outputs, ensuring alignment with the project’s communication objectives;
- Contribute to knowledge management, digital outreach, and visual content creation, and;
- Monitor and analyze communication performance metrics to inform and refine strategies for greater effectiveness.
- Support the delivery of core communications work that are aligned to the organization’s branding and style.
Responsibilities

- Content Development and Editorial Support
- Draft, edit, and proofread audience-specific content for newsletters, blogs, press releases, speeches, presentations, social media, and project knowledge products based on synthesized project data, research findings, and stakeholder feedback/concerns.
- Support DTI and BOI communication needs related to the Electric Vehicle Incentive Strategy (EVIS), including talking points, backgrounders, FAQs, and briefing materials.
- Develop audience-specific content to address misconceptions about e-mobility, such as range anxiety, cost concerns, and the benefits of local EV manufacturing.
- Respond to ad hoc requests for communication support, including public relations (PR) articles, Op-Eds, and content for media engagement
- Research and Messaging Support
- Conduct background research and desk reviews, in close coordination with the Program Team, to support the development of communications materials, fact sheets, policy briefs, and other knowledge products.
- Monitor news and social media trends, and public discourse related to e-mobility, sustainable transport, climate action, and related public policy to identify opportunities and challenges for the project’s communication strategy.
- Synthesize project data, research findings, and stakeholder feedback into audience-appropriate messages, narratives, and visual content.
- Develop key messages and FAQs to address stakeholder concerns, including those of government officials, transport cooperatives, and the general public.
- Visual Communication and Infographic Development
- Develop infographics, social media cards, and visual content to enhance project and organizational publications and presentations.
- Familiarity in the use of professional tools such as Adobe Creative Cloud to create clear, engaging, and informative visual materials based on technical content and stakeholder inputs.
- Ensure all visual materials adhere to the project and/or organizational branding.
- Knowledge Management and Outreach
- Assist in organizing and promoting the project and/or organization’s outreach activities, including webinars, stakeholder forums, public engagement events, and monthly knowledge exchange sessions.
- Prepare event communication materials (invitations, event poster, and presentation slides) ensuring alignment with project objectives and branding guidelines.
- Help maintain a repository of communications materials and visual assets for easy access and reference by consortium partners.
- Track dissemination performance and engagement metrics across platforms (e.g., social media, media mentions, event attendance) to inform and refine the content strategy.
- Communication materials (web articles, social media content, and talking points) for DTI-BOI activities, EVIS promotion and Clean Air Asia core communications.
- Visual materials such as infographics, event posters, and presentation aids.
- Media and PR materials to promote DTI-BOI activities and EVIS promotion.
- Summaries of media coverage and social media analytics compiled and presented.
- Event support materials, including invitations, slides, and post-activity documentation.
- Bachelor’s degree in Communications, Development Communications, Science Communications, or related field;
- Minimum of four years of work experience in communications
- Excellent writing, editing, and research skills in English and Filipino
- Proven ability to translate technical content into accessible and engaging formats
- Graphic design skills, preferably for social media platforms
- Familiarity with Adobe Creative Cloud is desired
- Familiarity with sustainable transport, climate policy, or government communications preferred
- Familiarity with working with multiple brand guidelines desired
- Proficiency in collaborative work platforms (Google Workspace, Trello, Slack, etc.)
