I. BACKGROUND

Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. Clean Air Asia is currently expanding its portfolio to advance efforts toward achieving clean air and addressing climate change in Indonesia. Under the Indonesia office, our portfolio includes promoting clean air action plan, providing research to formulate evidence-based policies, and implementing solutions to achieve clean air in Indonesian cities.

We are looking for a Legal Consultant for Electric Vehicle (EV) Battery Waste Management to support our EV adoption acceleration project. This initiative aims to accelerate EV adoption in Indonesia by strengthening the EV battery industry ecosystem through raising awareness regarding the urgency of establishing clear regulations for EV battery waste management. The consultant will map and review the existing regulatory frameworks and provide recommendations for key elements that should be included in future regulatory instruments.

II. OBJECTIVE

To identify and analyse existing laws and regulations related to EV battery waste management (all vehicle types) and hazardous waste in Indonesia and develop recommendations on essential regulatory components for EV battery recycling, reuse, and disposal.

Iii. Responsibilities And Scope Of Work

Under the direct supervision of the Indonesia Director, the responsibilities of the Consultant include:

  • Identify existing regulations relevant to EV batteries, hazardous waste management, transportation and storage of used batteries, and circular economy frameworks.
  • Summarize key provisions, responsible institutions, and regulatory gaps.
  • Analyse gaps between existing regulations and actual processes across the EV battery lifecycle (reuse, recycling, and disposal).
  • Review international best practices on EV battery waste management standards.
  • Develop a preliminary framework for EV battery waste management regulations, including recommended regulatory instruments.
  • Propose key regulatory components that should be adopted in future regulatory instruments, including technical requirements, responsibilities of stakeholders, and monitoring mechanisms.
  • Prepare a regulatory mapping report and gap analysis.
  • Work closely with the Clean Air Asia project team to ensure timely delivery of project’ outputs

Iv. Eligibility Requirements And Criteria

The candidate is expected to meet the following qualifications:

  • Bachelor's degree in law, Environmental Law, Public Policy, or related fields
  • A minimum of three (5) years' relevant working experience in legal research, policy analysis, or regulatory assessment
  • Strong understanding of Indonesian regulatory frameworks, especially related to environment, waste management, or industry
  • Familiarity with environmental issues, circular economy, or EV ecosystem is an advantage
  • Strong analytical and problem-solving skills
  • Excellent communication skills
  • Fluent in spoken and written English; with strong written, analytical, presentation and reporting skills

V. DURATION, REMUNERATION And OTHER BENEFITS

The selected candidate will be appointed from 15 January to 30 September 2026 under an individual intermittent consultancy contract.
