EV Deployment Local Coordinator - Iloilo and Bacolod
I. BACKGROUND
Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribute to the development of a more sustainable, equitable and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental health impacts and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). The e-mobility ASAP Project
Clean Air Asia is currently executing the Accelerating the Adoption and Scale-up of Electric Mobility for Low-Carbon City Development in the Philippines, or the e-mobility ASAP Project, through a consortium with De La Salle University, the Electric Vehicle Association of the Philippines, and the Urban Electric Mobility Initiative. The project forms part of the Global Programme to Support Countries with the Shift to Electric Mobility, funded by the Global Environment Facility and led by the United Nations Environment Programme. In the Philippines, the project is implemented by the United Nations Industrial Development Organization, the Department of Trade and Industry, and the Board of Investments.
The e-mobility ASAP Project aims to reduce greenhouse gas emissions from the transport sector by accelerating electric mobility adoption and supporting the development of the local electric vehicle and EV parts manufacturing industry. The project provides policy, regulatory, technical, and capacity-building support to strengthen the enabling environment for e-mobility investments and deployment in the Philippines.
The project is structured around four interlinked components: policy and institutional support, business model and industry development, electric vehicle and charging infrastructure deployment, and capacity building, knowledge management, partnerships, and scaling up. These components guide the project’s work across policy development, investment and business model support, technical assistance, deployment activities, stakeholder engagement, gender-responsive programming, and knowledge sharing.
A key area of the project is its support to the deployment of EV and EV Charging Stations to Transport Service Entities (TSEs) and other government stakeholders in orther to accelerate the adoption of EVs in public transportation, in support to the government’s implementation of the Public Transport Modernization Program
In this context, we are currently recruiting for an EV Deployment Local Coordinator on a project-based, full-time, consultancy contract to join our dynamic team at Clean Air Asia in Iloilo and Bacolod City, Philippines. We are looking for someone with demonstrated skills in project coordination, stakeholder engagement, oral and written communication, and research.

Ii. Job Purpose
The Local Coordinator will provide local coordination and liaison support to facilitate the deployment of EV Charging Stations (EVCS) in Iloilo and Bacolod cities, with particular focus on coordinating with all relevant stakeholders – including relevant local government units (LGUs), distribution utilities, site hosts, national agencies, project contractors and suppliers, and community counterparts – and supporting the permitting, site readiness, and follow-through actions necessary for timely deployment.

Under the direct supervision of the Project Coordinator, the Local Coordinator will provide day-to-day coordination and liaison support for EVCS deployment in Iloilo and Bacolod cities, in support for the implementation of the EV and EVCS deployment program. - Coordinate with LGUs, distribution utilities, and other relevant stakeholders for EVCS deployment
- Serve as the primary local liaison between the project team and key stakeholders for EVCS deployment, including the LGU (city and barangay-level offices), distribution utilities, site hosts and property owners, national government agencies, deployment beneficiaries, and project contractors and suppliers
- Coordinate communication, information exchange, and follow-ups between the Project team and these counterparts
- Maintain positive working relationships with LGU offices, utility counterparts, site hosts, and community stakeholders
- Share local insights on institutional dynamics, stakeholder concerns, and on-the-ground developments that may affect implementation
- Support the permitting and local approvals process for EVCS deployment
- Assist in identifying applicable permits, clearances, endorsements, and documentary requirements at the local and utility level
- Coordinate the submission and follow-up of documentary requirements with relevant offices and stakeholders
- Track the status of permit applications, utility connection requests, and other approval processes; flag bottlenecks or delays to the Project team
- Maintain and develop a tracker for permits and approvals, including required documents, contact persons, and turnaround times across LGU, utility, and site host processes
- Support site readiness, meetings, consultations, and on-site coordination
- Coordinate schedules and local arrangements for meetings with relevant stakeholders
- Support site visits, technical assessments, consultations, and local discussions related to EVCS deployment
- Provide on-site coordination during deployment activities, including supplier and contractor mobilization, site host coordination, and resolution of community-level concerns in coordination with the Project team
- Document key discussion points, agreed actions, and follow-up items from meetings and site activities
- Prepare coordination updates and maintain local documentation
- Submit regular updates on stakeholder coordination, permit and utility connection status, site activities, and next steps
- Maintain trackers for permits, connections, documentary requirements, contact persons, and agreed action points
- Compile and update a stakeholder coordination and contact list covering all identified stakeholders
- Perform other related local coordination tasks necessary for timely completion of the EVCS Deployment
- Bachelor’s degree in Community Development, Urban/Regional Planning, Engineering, Business, or a related field.
- At least 2–3 years of relevant work experience in local coordination, government liaison, stakeholder engagement, project support, or related work
- Familiarity with LGU processes, permitting procedures, and stakeholder coordination across government, utility, and private stakeholder counterparts is required; experience coordination with distribution utilities is an advantage
- Direct working experience in Iloilo and Bacolod is a strong advantage
- Fluency in English and Filipino; knowledge of the local language is an advantage
- Good communication, coordination, and interpersonal skills, with demonstrated ability to work with government offices, utility counterparts, private sector partners, transport service entities, and community stakeholders
- Ability to prepare clear communication, simple trackers, and progress updates in an organized manner
- Willingness to travel to project sites for field activities if required
