In 2023, Civic Works launched its low-income solar installation and roofing services program, providing free services to 17 Baltimore City homeowners. With key partners and funding in place, Civic Works is now poised to rapidly scale the program to serve 150 low-income households over the next 2 years. Position Summary:
The Roofing Program Manager will be responsible for growing Civic Works’ in-house roofing program with a focus on preparing low- and moderate-income Baltimore residents for solar installation with roofing repairs and replacements. Reporting to the Solar Construction Manager, the Roofing Field Manager will oversee the roofing team, ensuring departmental goals related to safety, quality, and efficiency are met. This role supports recruiting, onboarding, training, and developing team members while maintaining strong relationships with colleagues, customers, subcontractors, and other external partners. The Roofing Field Manager will also manage on-the-job training (OJT) participants from Civic Works’ Roofing job training program, providing instruction, coaching, and tracking the performance of participants, both on the worksite and more broadly. The Roofing Field Manager will lead roof assessments, site visits, ongoing maintenance, and quality control inspections. The Roofing Field Manager will also grow Civic Works’ fee-for-service offerings.
Primary Responsibilities:
- Management of Roofing Team
- Participate in the recruitment, onboarding, and training of new roofing staff.
- Supervise, manage, and continuously develop the skills and abilities of roofing staff and OJT Participants while on work sites.
- Identify and support career advancement plans, identifying internal and external opportunities for professional development.
- Work with the staff members to set and communicate performance standards that are specific and measurable. Provide regular feedback and coaching.
- Foster a collaborative team culture, and continuously evaluate and improve program operations.
- Participate in and lead in-house roof repairs and replacements, ensuring each project is completed on schedule, within scope, and in accordance with quality and safety standards.
- Ensure all roof replacements and repairs are completed in accordance with manufacturer specifications, building codes, and warranty requirements, qualifying projects for full manufacturer coverage
- Safely drive Civic Works vehicles, and ensure vehicles and tools are clean, well-maintained, and safely stored.Read, interpret, and instruct based on solar design plans, permits, and engineering documents, etc.
- Project Coordination
- Ensure exceptional customer experience at all times and represent Civic Works professionally in all communications.
- Work closely with the Senior Associate Director of Social Enterprise Construction and the Solar Construction Manager to efficiently direct subcontractors and vendors to ensure quality.
- Manage project schedules, submit progress logs and photos, provide daily feedback and communication with the team, and ensure timely, safe, and code-compliant repairs and replacements.
- Grow Civic Works’ fee-for-service roofing offerings by developing services, pricing structures, and customer acquisition strategies to support program growth.
- Quality and Safety Assurance
- Implement, monitor, and enforce adherence to quality and safety policies related to solar installs enforced by both OSHA and Civic Works.
- Complete on-site quality control and safety inspections as needed, according to industry standards and specific contract requirements.
- Maintain up-to-date knowledge of roofing products, manufacturer requirements, warranty documentation processes, and inspection protocols to ensure Civic Works projects meet industry standards.
- Ensure all aspects of projects are safely built to specification, meeting codes, and industry best practices.
- Support Training & Development of On-the-Job Training Participants
- Ensure the roofing operations adhere to Civic Works’ mission focus and provide curriculum and instruction to trainees during the OJT period.
- Provide technical training support to participants during the OJT period.
- Support ongoing feedback for OJT participants on their progress in meeting the expectations for employment in the solar industry.
- Ensure program participants understand and follow all safety rules during on-the-job training.
- Lead Roof Repairs, Replacements, Assessments, Site Visits, and Quality Control Inspections
- Lead the assessment of flat and pitched roofs, the development of roofing work scopes, and the verification of the home’s suitability for solar.
- Create detailed rooftop maps documenting roof layout, dimensions, and penetrations (pipes, vents, etc) as needed.
- Create customer proposals and cost estimates for roof repairs and replacements, including labor and material breakdowns.
- Complete site visits to document roof work before and during construction.
- Manage all phases of roof repair and replacement projects, from tear-off through installation and final inspection.
- Determine warranty coverage eligibility for roof systems, and verify that materials and installation methods meet manufacturer standards so completed projects qualify for manufacturer warranties.
- Complete quality control inspections for roof work after the completion of construction.
- Manage project schedules and submit progress logs and reports to ensure timely, safe and code compliant installations.
- Ensure all safety protocols are followed during the survey process. Identify and document jobsite hazards and participate in risk management strategies.
Secondary Responsibilities:
- Work with the Solar Construction Manager to purchase materials and tools as needed.
- Attend in-person and virtual team meetings.
- Performs other duties as assigned by the Senior Associate Director of Social Enterprise Construction and Solar Construction Manager.
Qualifications
Education and Experience:
- Minimum 5 years of roofing experience across pitched and flat roofs, including leading roof replacements, repairs, and inspections.
- 5 years of construction staff management experience in roofing or a related field required.
- Experience in working on all types of roofs.
- Bilingual (English and Spanish) capability is a plus.
- Experience in site surveying, data collection and input is a plus.
- Experience driving company vehicles and a valid driver’s license.
- OSHA 30 certification required within 3 months of hire date (Civic Works will cover cost of training).
- Experience working in and creating diverse, equitable, and inclusive environments preferred.
- Experience with Microsoft Word and Excel required.
- Experience with Salesforce or other Customer Relationship Management database preferred.

Skills and Abilities:
- Physical requirements: ability to climb ladders, lift and carry up to 50lbs, and stand consistently for a full workday. Comfortable and experienced using extension ladders and/or scissor lifts.
- Comfortable and able to work on all types of rooftops and around energized electrical equipment on a regular basis.
- Able to set up all types of ladders and climb up ladders to access flat and pitched roofs according to proper safety precautions and protocols.
- Exceptional personal responsibility for meeting goals and a track record of success.
- Strong management skills and ability to maintain effective working relationships with a diverse team of program staff.
- Ability to prepare and submit accurate and reliable reports in a timely manner.

- Proficiency with Microsoft Office and Google Suite required.

Schedule and Location:
- Work schedule is typically Monday through Friday, with start times as early as 7am.
- This is an in-person position that will report to Civic Works’ office in Baltimore City and travel to solar installation locations.
