Chief of Staff to the Chief Strategy Officer

Position Summary: DOT is seeking a Chief of Staff (COS) to the Chief Strategy Officer (CSO). This role ensures alignment across divisions, facilitates high-impact decision-making, and enhances internal and external collaboration. The ideal candidate will bring strong communication, program management, and relationship-building skills, along with sound judgment, in a fast-paced public-sector environment. This candidate has demonstrated knowledge of the transportation system landscape in New York City and will work closely with the strategy team on operational and policy issues related to all facets of DOT.
Duties and Responsibilities: Leverage agency policy, intergovernmental affairs, and strategic communication tools to achieve agency goals and impact citywide narrative; support DOT strategic planning and related events, coordinate across senior leadership within the strategy unit and other DOT units; assist in managing CSO’s administrative needs of the unit; coordinate the development of high-level briefs, speeches, reports, presentations, and responses to internal and external inquiries, as required and in coordination with DOT staff; Act as a key liaison with executive staff, City agencies, elected officials, industry stakeholders, advocates, and community partners.
Agency Management & Culture: Support building a positive organizational culture that values transparency, accountability, equity, creativity, and public service excellence; ensure the timely and accurate delivery of information to the CSO, Commissioner, City Hall, and external stakeholders on critical operational and policy issues.
Support Priority Programs: Provide additional support and strategic guidance on high-visibility programs, including but not limited to accessibility and equity initiatives, Vision Zero, regional projects of significance, sustainability, and agency innovation projects.

Minimum Qualifications
Master’s degree in urban planning or related field. Must have the ability to masterfully juggle multiple requests and issues concurrently from a multitude of requesters, impeccable managerial and interpersonal skills, proven track record of effectively interacting with senior management and multiple constituents. Ability to work strategically and collaboratively across departments. Effective, versatile and action oriented. Excellent communication skills, organization, facilitation and customer service skills. Ability to interface with executive level management and give senior level presentations. Impeccable written and verbal communication skills - Experience in policy research and synthesis - Ability to prioritize, manage time, and engage in multiple tasks in a fast-paced environment - Organized, highly motivated, and able to work well independently and as part of a team - Strategic thinker - Leadership experience - Excellent presentation skills and advanced skill level of MS Office including Excel and Power Point.

- Bachelor’s degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative or executive capacity or supervising personnel performing activities related to the duties of the position; or
- A combination of education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in "1" above.
