Posting #: 2026-38 Title: Environmental Services Specialist (Full Time) Department: Engineering Duties: The incumbent in this class assists management in the Engineering Department to achieve efficient, effective, and sustainable environmental programs, projects, and initiatives in the areas of solid waste management, contaminated sites, biodiversity, climate change, air quality, and water resources. The incumbent will contribute to the planning, implementation, and evaluation of environmental initiatives and will be expected to work with a moderate degree of independence, exercising sound judgement and initiative in the coordination and delivery of assigned projects and program components. This role involves problem-solving, collaboration with internal departments and external stakeholders, contract management, and the preparation of reports, recommendations, and technical input to support decision-making.

Duties are performed in accordance with established environmental standards, departmental priorities, and applicable federal, provincial, and municipal legislation, policies and best practices. The incumbent will be responsible for ensuring the safety and security of confidential material pertaining to the Department's operation.

The incumbent will be responsible for performing technical and coordination work related to sustainability and environmental management, including solid waste management, contaminated sites, biodiversity, climate change, air quality, and water resources.

Technical work includes investigations, inspections, collection and analysis of data, preparation of designs, specifications, drawings, cost estimates, studies and reports, as well as contributions to program development and implementation. The incumbent will support the development of recommendations for environmental programs, assist in the preparation of budgets, attend committee and other meetings as required and when required, write letters, and carry out public education and outreach activities. The incumbent will also prepare procurement documents, purchase orders, and contracts, and coordinate contract work including monitoring progress and supervision of work performed under contract, equipment rental, and direct labour, under the direction of management or senior technical staff.

The incumbent will certify invoices and claims for payment, monitor expenditures in relation to budget control, and maintain records, files, and drawings, ensuring section filing systems are kept current and organized. The incumbent will liaise closely with other sections of the Department and will provide technical assistance and information to staff, contractors, consultants, developers, and the general public.

The incumbent will perform other related duties as assigned. Assignments and responsibilities are performed with a moderate degree of independence, under general supervision in accordance with established routine, and performance is subject to review, inspection and evaluation by the Manager of Environmental Services.

Education: -Must have, at a minimum, a Diploma in Environmental Science, Environmental Engineering, or a related discipline, with a minimum of two (2) years experience related to applicable environmental work – OR – an acceptable combination of education and experience; Skills: -Must be in possession of a valid B.C. Driver's Licence;

  • Good knowledge of environmental, scientific, and/or engineering principles and practices required in the performance of duties of the position;
  • Knowledge of municipal solid waste management practices;
  • Good knowledge of federal, provincial, and municipal laws, bylaws, regulations and policies pertaining to sustainability and environmental protection;
  • Good knowledge of air quality management, climate change mitigation and adaption, biodiversity conservation, water resources management, and contaminated sites management;
  • Able to coordinate and manage contracted work including construction projects and other environmental programs;
  • Able to perform a variety of scientific or engineering computations and calculations and analyze a variety of technical data and information;
  • Able to conduct field work in all weather conditions;
  • Able to plan and coordinate project work with coworkers;
  • Able to establish and maintain effective working relationships with developers, contractors, engineers, stewardship groups, elected officials, external agencies, other members of staff and the general public;
  • Able to communicate effectively, both orally and in written format, with sound knowledge and ability to prepare and present technical and non-technical reports and all forms of general correspondence.

Salary: $47.69 per hour (2026 rate) Hours: The incumbent will normally work the standard work week of Monday to Friday within the hours required to ensure effective performance and work overtime as authorized. The incumbent will be required to travel in the performance of duties. The incumbent, upon hiring, will have union dues deducted from source in accordance with the Collective Agreement.
