About This Role
The Senior Manager – Resource Mobilization is a senior leadership role responsible for driving and expanding ChildFund Sri Lanka’s funding portfolio in close coordination with regional and global resource mobilization teams. The position leads strategic efforts to identify, cultivate, and secure diverse funding opportunities aligned with ChildFund Sri Lanka’s core program priorities—climate action/building sustainability, education, livelihoods, and inclusion—while strengthening long-term partnerships with public, private, and institutional donors.
As a key member of the senior management team, the role provides leadership in donor engagement, pre-positioning, and the development of high-quality, competitive proposals. The Senior Manager will analyze donor trends, anticipate emerging funding priorities, and guide the organization’s positioning to ensure a strong and sustainable pipeline of grants and partnerships.
In addition, the role carries a strong thought leadership mandate, contributing to shaping and articulating ChildFund’s vision on sustainability, resilience, and inclusive development. By translating technical priorities into compelling, fundable initiatives, the Senior Manager will elevate ChildFund Sri Lanka’s visibility and credibility in the development sector, positioning the organization as a leader in innovative, child-focused solutions that drive lasting change.

Required Experience And Education
- At least 8-10 years of experience in resource mobilization, business development, and fundraising in the development or humanitarian sector.
- Proven track record in leading and winning competitive proposals, bid writing, and/or business development in the international development or humanitarian sector. Proven track record of securing multi-million-dollar ($1M+) funding is highly desirable.
- Experience in consortium building and managing complex proposal processes.
- S trong hands-on experience in program design and proposal development, including translating country priorities, technical approaches, evidence, budgets, and donor requirements into clear, compelling, and fundable proposals. working in multi-sectoral proposal including climate action, education, livelihood and inclusion.
- Demonstrated experience writing and packaging high-quality concept notes, expressions of interest, technical proposals, donor briefs, pitch materials, and other funder-facing materials.
- Track record of creating competitor analysis, developing win themes and technical design/approach, identifying and negotiating with proposal partners, preparing management plans and packaging proposals.
- Bachelor’s degree in a relevant discipline and/or equivalent combination of education and demonstrated experience/proven successful record of fostering new and effective partnerships with funding partners/donors.
- Drive the development and implementation of a country resource mobilization and business development strategy
- Maintain an up-to-date funding pipeline, ensuring opportunities are tracked, prioritized, and progressed through agreed business development processes and systems.
- Generate actionable intelligence by monitoring donor trends and funding landscapes, leading to the identification and pursuit of high-potential opportunities.
- Lead or support the writing, editing, and quality assurance of concept notes, expressions of interest, technical proposals, management plans, organizational capability statements, donor presentations, and other submission materials.
- C oordinate proposal development timelines, roles, decision points, reviews, and internal approvals to ensure timely, compliant, and high-quality submissions.
- Collaborate with technical and programming teams at the International and Country Offices to align funding proposals with ChildFund’s Results Framework, key sectoral and global practices, and evidence of global impact.
- Lead strategic pre-positioning efforts for the COs to enhance the organization's visibility and competitiveness, which includes identifying emerging grant opportunities, cultivating early relationships with potential partners and stakeholders, and aligning internal capabilities with anticipated needs well ahead of the formal announcement of the funding opportunity.
- Collaborate closely with county and regional teams to tailor thematic messaging, value propositions, and engagement strategies that resonate with funders and reflect local contexts.
- Strengthen the organization’s funding pipeline and strategic positioning by cultivating and sustaining relationships with a diverse range of donors—including bilateral and multilateral agencies, philanthropic foundations, development banks, and private sector partners.
- Representing ChildFund in donor meetings, regional forums, and networking events – positioning ChildFund as a preferred partner and generating new funding and collaboration opportunities.
- Build and manage strategic donor relationships, including facilitating introductions and co-developing joint engagement strategies that align with donor priorities.
- Identify and cultivate partnerships with NGOs, youth-led organizations, research institutions, private sector actors, technical start-ups, and regional networks, youth lead organizations and technical startups, while leading the negotiation of teaming agreements, MOUs, and consortium arrangements.
- Manage the end-to-end process for the successful submission of large, high-value regional and multi-country proposals working with regional and global Resource Mobilization team by serving as proposal manager/coordinator
- Coordinate multi-stakeholder processes – engaging technical specialists, M&E, grants management, finance, GHR, and other relevant departments (at CO, RO or IO levels as applicable) – to align the submission with donor requirements, meet deadlines, and integrate expert inputs.
- Enhance the competitiveness and strategic positioning of bids and proposals by supporting competitor analysis, development of win themes and technical approaches, partner identification and negotiation, staffing strategies, cost/pricing models, and management plans.
- Improve the overall quality and persuasiveness of funding proposals by contributing to the writing and editing of key sections, ensuring clarity, coherence, and alignment with donor expectations.
- Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.
