International Expert on Methane Emission Regulation
Within the framework of the EU for a Green Turkmenistan: «Policy Dialogue and Climate Action 2024–2028» program (implemented in cooperation with the German Agency for International Cooperation GIZ), we are seeking an European expert to conduct a targeted analysis of international standards and regulations on methane emissions and provide recommendations to support the alignment of Turkmenistan’s oil and gas sector with international environmental requirements.
Key Responsibilities
- Review international standards, regulations, and best practices on methane reduction including an analysis on Turkmenistan
- Assess LDAR technologies (leak detection and repair), software, and monitoring tools.
- Analyse EU requirements for third-country exporters (EU Regulation 2024/1787, EU Methane Strategy).
- Compare global gas flaring regulations, including Kazakhstan’s experience.
- Conduct a gap analysis between international norms and Turkmen standards.
- Provide recommendations for introducing best practices for the Turkmen oil and gas sector (including e.g. processing, storage, transportation, distribution as well as the reduction of greenhouse gases).
- Conduct consultations and present analysis results to partner organizations
- Prepare proposals to support EU–Turkmenistan dialogue on methane regulation.
Candidate Requirements
- Expertise in methane emissions regulation, oil & gas environmental standards, or climate policy.
- Strong knowledge of EU and international methane requirements.
- Experience with LDAR systems and environmental impact assessment (EIA).
- Proven analytical and reporting skills.
- Experience in Central Asia is an asset.
