Summary/Objective: The ETIPP Project Manager leads STEM NOLA’s partnership with the U.S. Department of Energy’s Energy Transitions Initiative Partnership Project (ETIPP). This role supports energy resilience and renewable energy transition efforts in rural, remote, and underserved communities by facilitating community engagement, coordinating technical assistance projects, and serving as a regional liaison between STEM NOLA and local partners.

The ETIPP Manager plays a key role in helping communities understand their energy challenges, access federal programming, and implement solutions that strengthen long-term energy independence and resilience. This position requires strong relationship-building capacity, a deep understanding of community contexts, and the ability to coordinate complex, multi-stakeholder projects.

Essential Functions & Responsibilities:

Community Engagement & Outreach

  • Conduct culturally responsive outreach, education, and engagement to build understanding of regional energy opportunities.
  • Facilitate community information/listening sessions, workshops, and stakeholder meetings.
  • Support communities through the ETIPP application process and onboarding.

Project Coordination

  • Serve as the primary point of contact between local community representatives and ETIPP technical teams (including NREL and other national laboratories).
  • Support scoping, planning, and execution of technical assistance projects.
  • Help communities translate technical findings into actionable local strategies.
  • Track project milestones, risks, deliverables, and partner needs throughout the engagement.

Relationship Management

  • Provide insights on regional characteristics, including cultural context, energy infrastructure, economic realities, and environmental conditions.
  • Build and maintain strong relationships with community leaders, nonprofits, and state/local officials.
  • Ensure ongoing communication and follow-up with all community partners.

Network Coordination

  • Facilitate regional and national peer-learning networks for sharing best practices and innovations.
  • Participate in ETIPP meetings and training opportunities.

Program Administration & Reporting

  • Administer ETIPP-related tasks in collaboration with NREL and internal STEM NOLA teams.
  • Maintain project reporting, budgets, schedules, and compliance requirements.
  • Support grant, program, and contract obligations related to ETIPP deliverables.

Education, Experience & Qualifications

  • Top of Form
  • 5+ years of relevant experience.
  • Proven experience working with Indigenous and/or rural communities.
  • Strong verbal and written communication skills with the ability to engage diverse groups.
  • Demonstrated project management experience, including coordination across multiple stakeholders and budget oversight.
  • Ability to work independently, manage multiple priorities, and travel as needed.
  • Proficiency in Microsoft Office, Google Workspace, Adobe tools, and standard administrative software.
  • Highly organized with strong attention to detail and relationship management skills.
  • Prior experience providing technical assistance or supporting technical energy projects.
  • Familiarity with energy policy, renewable energy technologies, and rural utility infrastructure.
  • Experience in nonprofit or community-driven program environments.

Work Environment & Demands:

  • Physical requirements include the ability to lift up to 25 pounds occasionally.
  • May involve standing or walking for extended periods while some tasks may require bending, stooping, or reaching.
  • Regular use of standard office equipment such as computers, phones, and various digital devices.
  • Capacity to perform repetitive tasks; read, analyze, and interpret data; maintain visual attention and mental concentration for significant periods of time.
