CALSTART is seeking to hire an Electric School Bus Incentives Project Manager II who will play a critical role in managing and supporting the design and implementation of a $1 billion-dollar clean school bus incentive program as part of HVIP under the direction of the School Bus Program Manager. You will take a lead role in working with CARB, industry stakeholders, and important cross functional team members to execute incentive design, stakeholder engagement, participation and policy implementation, and end-user experience including comprehensive outreach plan to meet CARB's objectives to allocate funds to prioritized applicants.
Additionally, the Project Manager II will also:

  • Support cross-team functionality with the Clean Fuels and Infrastructure team to roll out a seamless joint application (infrastructure and vehicles).
  • Support synergies between this school bus carve-out and other school bus funding mechanisms, particularly Standard HVIP and the HVIP Public School Bus Set Aside for Small and Medium Air Districts, in order to articulate a seamless end-user experience for school districts and stakeholders.
  • Support school bus stakeholder industry engagement as it relates to the above synergies and industry momentum more broadly.
  • Work with Salesforce team to implement voucher process system for this incentive program.
  • Work with Tetra-Tech / Voucher Process Center team to implement processes.
  • Work with CARB, industry stakeholders, and the above-mentioned team members to execute incentive design, stakeholder engagement, participation and policy implementation, and end-user experience.
  • Monitor voucher requests, redemptions, vehicle scrappage, and other voucher request documentation including developing SOPs and internal controls for these deliverables.
  • Leverage expertise to further CALSTART's reputation in the school bus industry.

  • A bachelor's degree in Public Administration, Sustainability, or other related fields or analogous experience
  • California or national school bus industry knowledge
  • One year of working with potential "customers" including working with external engagement with school districts or other decision makers
  • Two years of professional experience in project management (including managing scope of work and budgets)

Desired Skills and Experience

  • One year of experience with writing grant applications, preferably for transit-related projects.
  • Experience with planning and/or deploying zero-emission buses

CALSTART includes the complete salary range amount ($72,000 to $92,640) the job level of the job announced. We determine pay based on education, experience, internal equity, and any other factors relevant to the job. Pay for this role will typically be from $72,000 to $78,000.
