HVIP is California's largest incentive project for medium- and heavy-duty on-road vehicles. CALSTART is seeking an HVIP Policy and Operations Specialist to implement EV truck and bus policies and technical program design. This staff member will serve as the technical liaison between the HVIP program team, Voucher Processing Center (Salesforce) team, and TetraTech (voucher processing contractor). They will be responsible for translating program policies into technical business processes including forms, data management, technical workflows, process automation, and technical design, quality assurance, and testing / training. This includes the communications, Dealer Training, and Voucher Processing Center workflows, by providing policy analysis and the design of Standard Operating Procedures for business processes regarding HVIP updates. You will work closely with initiatives such as trucks, buses, infrastructure, policy, and communications to support HVIP's growing portfolio.
Additionally, the HVIP Policy and Operations Specialist II will:
- Support clients such as the California Air Resources Board
- Support the design and implementation of policies from the CARB Funding Plan for Clean Transportation in support of several HVIP bodies of work.
- Interpret policy nuances into technology-design workflows for CALSTART's custom-designed Salesforce-enabled Voucher Processing Center
- Liaison for the EnergIIZE infrastructure program as it relates to HVIP policy implementation.
- Develop operational workflows to enable Salesforce and Voucher Processing procedures
- Policy analysis of HVIP program requirements
- Engagement with HVIP bodies of work such as school bus and small fleet, as well as EnergIIZE

Qualifications
- 3+ years of experience on a team implementing programs that are focused on user experience, with specific expertise in Salesforce
- Experience interpreting policies related to sustainability and clean transportation.
- Experience supporting and designing databases and technology workflows related to business processes.
Experience with public grants and incentives. - Experience with California low carbon transportation programs.
- Experience with policy analysis and technical program workflow design.
- Bachelor's degree in Business, Computer Science, Sustainability or another related field.
- Experience with Salesforce, Pardot, Microsoft OFFICE 365
- Experience with policy analysis and technical program workflow design
- Experience managing relationship and advise on strategy, project planning, market assessment, funding prioritization, project improvements, and stakeholder engagement.

CALSTART includes the complete salary range amount $74,000-$104,000 the job level of the job announced. We determine pay based on education, experience, internal equity, and any other factors relevant to the job. Pay for this role will typically be from $74,000-$82,000.
