Payroll Benefits Manager
Are you an experienced payroll professional ready for a state leadership opportunity? California Energy Commission (CEC) is hiring a Payroll & Benefits Manager to lead a payroll team that supports 900+ state employees. Prior experience with state payroll processes and State Controller’s Office (SCO) systems will be crucial in this Supervisor I state classification.
Our Payroll & Benefits Manager will provide technical direction over the Payroll & Benefits and position control programs within the California Energy Commission (CEC). Responsibilities include providing guidance and assistance to all levels of management and CEC staff on issues related to payroll and benefits while acting as lead on projects having a major impact on the CEC’s operations and programs.

Desirable Qualifications:
- Experience in HR, Benefits, Disability Position Control, and onboarding.
- Knowledge of employment laws, civil service rules, CalHR, and CalPERS Programs.
- Knowledge of civil service, employee benefit rules and regulations.
- Knowledge and experience with State Controller’s Office (SCO) systems: PIMS, LAS, PIP, ACAS, HIST, Connect HR.
- Strong research and problem-solving skills.
- Commitment to service, innovation, and continuous improvement
- Ability to develop, coordinate, and deliver presentations.
- Ability to use good judgment and make sound decisions.
- Ability to achieve results according to objectives.
- Ability to interpret and apply rules and regulations objectively and consistently
