The Energy Research and Development Division drives more than $200 million each year into cutting-edge science and transformative technologies to accelerate California’s clean energy future and combat climate change. From renewable energy and carbon management to decarbonizing buildings and industry, advancing sustainable transportation, enhancing energy storage, modernizing distribution systems, and strengthening grid resilience, the division is at the forefront of innovation shaping a sustainable tomorrow.


At the heart of this effort, the Portfolio Management Unit serves as a strategic engine, delivering expert, cross-functional support across the division’s diverse portfolio. The unit manages the full lifecycle of over $200 million in annual investments—overseeing research grants, contracts, and amendments—while ensuring accountability, efficiency, and alignment with state goals. Its responsibilities span investment planning, budget oversight, financial tracking, legislative reporting, audit coordination, and the maintenance of critical agreement databases. The unit also leads process improvement initiatives, develops training programs, coordinates high-level briefings for commissioners, and produces comprehensive annual reports that inform policy and performance.


Guided by the Deputy Director, the Supervisor of the Portfolio Management Unit acts as a senior strategic advisor and the unit’s top technical authority. In this role, they lead a dynamic, multidisciplinary team responsible for the end-to-end management of the division’s research and development portfolio. They provide direct supervision, mentorship, and performance guidance while conducting high-level program evaluations, policy analysis, and strategic planning. The Supervisor ensures the quality and rigor of all written outputs, offering expert technical feedback and shaping key deliverables.


Beyond internal leadership, the role serves as a principal liaison between the Energy Research and Development Division and the broader California Energy Commission, advising branch managers and executive leadership on complex programmatic and policy issues. The Supervisor represents the division at critical meetings, legislative hearings, interagency forums, industry conferences, and public workshops—engaging stakeholders across government, academia, private industry, and communities to advance shared energy and climate objectives.


Desirable Qualifications:

  1. Experience in managing an energy program or project dealing specifically with energy program budget analysis.
  2. Experience preparing, reviewing, and monitoring budgets, fiscal reports, or expenditure forecasts.
  3. Experience in supervising a technical program or other analytic functions.
  4. Knowledge of the principles of program evaluation and planning, and energy policy analysis and formulation.
  5. Knowledge of principles and methods of personnel management and training.
  6. Ability to track and analyze multi-year expenditures across multiple programs.
  7. Ability to analyze legislation, fiscal impacts, or program changes and translate them into clear fiscal and policy recommendations.
  8. Ability to direct, motivate, and earn the respect of staff.
  9. Ability to foster a team environment.
  10. Ability to supervise staff to produce timely, quality work products.
  11. Ability to address and resolve conflict.
  12. Ability to communicate complicated information in a simple, accessible manner.
