Job Description And Duties

The Industrial Strategies Division is seeking a first-level supervisor (Air Resources Supervisor I, ARS I) for the newly established Carbon Management Branch. The position and Branch will support California's efforts to meet carbon neutrality, as required by AB 1279, by supporting and advancing carbon dioxide removal strategies. Specifically, the ARS I will oversee staff in the section that are responsible for supporting the development of nature-based carbon dioxide removal as a strategy for achieving carbon neutrality as mandated by AB 1757 (2022, Garcia). Natural and Working Lands (NWL) are a critical component of California’s climate change mitigation strategy. NWL refers to all forests, shrublands, grasslands, croplands, deserts, wetlands, and developed lands within California’s boundaries.

The Nature-Based Strategies Section brings together all of these lands, quantifying their socio-ecological impacts, to formulate statewide holistic nature-based monitoring and climate action policy. Specifically, this section leads the integration of natural systems into California’s overall carbon neutrality and climate action efforts. The science, policy, and technical work performed in this section influences high impact policies and programs on local, state, and national levels. To accomplish this, the Nature-Based Strategies Section uses data and scientific inference to inform and develop cutting-edge statewide nature-based policies, decisions, and programs. Work in this section includes:

  • Modeling ecosystems in California under current and future conditions to quantify the contribution of NWL to statewide carbon neutrality.
  • Developing and reporting California’s NWL carbon inventory to track progress towards carbon targets, and monitoring other environmental metrics.
  • Performing assessments to identify the driving factors to environmental change, particularly isolating the impact from nature-based management actions.
  • Working with other State, Federal, and Local agencies, private industries, and the public to develop and implement policies that support nature-based strategies.


The Manager of Nature Based Strategies leads a fast paced and highly skilled team of scientists to fullfil the section's responsibilities. Further, the manager will serve as a central point of contact and coordination on NWL topics for CARB. This will entail significant stakeholder and partner agency outreach and communication.
