C40 Cities Finance Facility
C40 Cities Finance Facility (CFF) is an award-winning programme which was launched at the C40 Forum during COP21 in Paris in December 2015. Now in its 10th year of implementation, CFF is a city-driven project preparation facility which helps bridge the gap between cities, urban climate infrastructure and climate finance. It is currently funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), the UK Foreign, Commonwealth and Development Office (FCDO) and other international public funders. CFF is jointly implemented by C40 and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, with delivery responsibilities divided across both organisations. CFF was selected as a winner of the 2020 United Nations Global Action Award in the category “Financing for Climate Friendly Investment”.
CFF cooperates with several platforms and stakeholders to attract investment for its projects, as well as urban development networks and initiatives to make use of synergies, disseminate knowledge, and share best practices. More information on the CFF’s work can be found at www.c40cff.org.
Position Description:
The Regional Engagement Manager, LATAM (REM) is a key position within the CFF’s global team, working across a new portfolio of city projects to deliver on the programme’s ambitious goals. Central to this role will be to lead the start up of new city partnerships in LATAM, and to shape and steer the integration of inclusive climate action methods, tools, analyses into the CFF’s award-winning project preparation support offering in those same cities.
As a member of CFF team working in Latin America, this position will work in close collaboration with Senior Project Advisors (SPA) and the City Coordinators (CC) - part of GIZ’s City Operations team - during the structuring and start up of CFF cooperation in partner cities. Through the engagement with the C40 Regional and Mayoral Engagement teams, the REM will connect in-city programming within CFF into the wider regional and C40 ecosystems of activities and support.
The REM will equally lead on the procurement and steering of consultancies needed to deliver relevant technical assistance, capacity building and project level advisory support on ICA. It is expected that the LATAM programming will be leading in the development of materials that are both contextually relevant to the cities and national contexts of the infrastructure programs, but also that tools and processes are adaptable to other cities and regional contexts beyond LATAM.
Finally, this position will be the LATAM lead for collecting and coordinating CFF communications and storytelling objectives at the regional level, including supporting the co-production and dissemination of high-impact communications materials around CFF projects.
Responsibilities:
Process design and project delivery (40%)
- Contribute to the development and delivery of ICA-related activities for CFF projects in Latin America working closely with both C40 and GIZ staff to ensure effective implementation of in-city and regional activities;
- Develop and tailor consultant TORs, lead procurement and steer the delivery of inclusive climate action studies and support offerings to CFF partner cities;
- Design and develop tools, guidance and related materials around embedding ICA support within the CFF city advisory offering, including for replicability beyond the initially selected cities, jointly with city nucleus team (CNT) members and National Engagement Managers (NEM);
- In collaboration with the ICA Working Group, co-develop materials and training guidance for staff working with cities, including around ICA activities as well as ICA aspects within other workstreams;
- With support from Inclusive Climate Action colleagues, coordinate technical advisory support and good practice throughout the city project preparation process;
City political engagement and communications (40%)
- Coordinate closely with Regional Directors and other relevant Regional C40 staff to monitor and manage political and project risks in C40 partner cities;
- Support C40 Cities’ Regional Directors and RME senior staff in political analysis/engagement with CFF projects, including particularly during the city project assessment and selection stage;
- Maintain and monitor city project progress and report internally through City Asanas and other relevant internal communication tools;
- Work closely with C40’s sectoral, thematic and regional teams to coordinate work planning and alignment between CFF’s city engagement with other C40 programs and events;
- In close collaboration with other regionally-based CFF staff, plan and produce external communications content consistent with the CFF’s Communication Strategy and map and monitor opportunities to promote CFF and partner cities’ work through social media, campaigns events and media engagement;
- Support C40 internal communication and visibility efforts through existing channels to raise visibility and awareness of the CFF across teams and functions;
- Serve as regional focal point to the CFF and represent the CFF and C40 Cities at workshops and conferences (virtual and in-person) as part of knowledge sharing, strategic positioning and visibility efforts;
Knowledge and capacity development (20%)
- Support the CFF’s Head of Regional Engagement Manager, and Head of Knowledge & Partnerships in gathering information from CFF supported cities for the creation of knowledge strategies and products and for the organisation of peer-to-peer exchanges.
- Work with the Knowledge & Partnerships team to support the implementation of the CFF knowledge strategy, including in facilitating the delivery of relevant climate finance and inclusive climate action capacity building activities.
Other:
- Engage with regional partners where needed in the developments and delivery of C40 and CFF-related events in the region, including through development of briefing notes, talking points and other
- Support the monitoring, reporting and evaluation of activities in the CFF partnership, including reporting against relevant result matrix indicators;
- Closely track and monitor delegated procurement responsibilities around communications, inclusive climate action and event activities;
- Support cross-cutting programme activities and other C40 initiatives;
Person Specification:
- You have experience and/or qualifications in one or preferably more of the following fields: international development, participatory development approaches and methods, cities and urban development, climate finance, infrastructure finance and/or climate change or related fields.
- You have gained this experience either working in development banks, NGOs and community-based organisations, city administrations, a development organisation, the private sector or other relevant sectors.
- You embrace the flexibility and agility to operate within a delivery-in-partnership structure, and have experience within complex organisational structures.
- You are great at building and maintaining relationships and enjoy finding innovative ways for collaboration. You have experience in agile teams and role-based working methodologies;
- You are someone who enjoys “connecting the dots'' in complex programmes. You enjoy working on cross cutting workstreams.
- You have experience in sourcing and managing consultants, and integrating work developed jointly in-house and through external providers.
- You are a skilled communicator and facilitator, able to communicate complexity in clear and accessible ways that reach different audiences and stakeholders.
- You understand that delivering a complex programme across organisations requires agility and flexibility while the need to be highly organised, and you have a positive, solutions-oriented mindset.
- Awareness of working with cities, public sectors or governments is highly desirable.
- Experience in storytelling and communications, including strong written ability and social media engagement skills;
- Fluency in Portuguese and English is a must (written and spoken). Spanish is desirable.
- You have experience working in a hybrid format (virtual and in-person).
Other Requirements:
Applicants must already have the right to work in the location they are applying for. This position requires moderate travel. The Technical Engagement Manager, Latin America should be willing to undertake moderate travel across Latin America if needed and may be asked to travel to CFF’s offices in London, Bonn and Berlin.

Salary: (Grade 4)Brazil R$ 341,054, Colombia COP 108,074,116 gross per annum - Due to its commitment to maintain equity and fairness, C40 operates on a spot salary model. This means that our employees are paid the same salary according to their grade and location.
