Senior Officer - Policy & Research
We are looking for a motivated individual to join our Policy & Research Team. The role combines environmental policy research, stakeholder engagement and project delivery, with a focus on connecting corporate climate action with practical decarbonisation across key sectors.
Policy & Research Team
The Business Environment Council (BEC) Policy & Research Team supports the organisation’s commitment to improving Hong Kong’s environmental performance and transition into a sustainable and net-zero society for the benefits of Hong Kong. Through the development of thought leadership, the publication of quality research papers and the transfer of knowledge, the team aims to inform and facilitate policy dialogue among major stakeholders and influence evidence-based public policy conducive to BEC’s vision and mission.
In our policy research and engagement work, the team collaborates closely with the Government, the business sectors, tertiary and research institutions, civil society groups and the wider community. We also provide secretariat support to BEC’s four advisory groups (AGs) on climate change, energy transition, circular economy, and nature and biodiversity, these contribute to the three environmental focus areas (EFAs) under which BEC develops its research and projects. This position will work primarily across the Energy Transition Advisory Group and the Climate Change Business Forum Advisory Group, while contributing to wider team priorities.
Key Responsibilities:
- Work with colleagues to support the agendas, meetings and activities of the Energy Transition and/or Climate Change Business Forum advisory groups, and identify connections between their work
- Support research and projects on energy transition, including new energy and lower carbon fuels, building decarbonisation and transport electrification. Areas of work may include sustainable aviation fuel (Hong Kong Sustainable Aviation Fuel Coalition), green marine fuels, hydrogen, road transport and ferries energy transition
- Research and contribute to discussions on corporate climate action, including Hong Kong’s Climate Action Plan 2050, science-based targets, climate disclosure and ISSB standards, transition planning, and adaptation and resilience
- Develop research proposals and contribute to reports, policy submissions, presentations and other materials that make technical and sectoral issues accessible to businesses and policymakers
- Engage BEC members, government representatives, industry partners and other stakeholders to understand sectoral challenges and opportunities and advance project outcomes
- Support other Policy & Research Team priorities and BEC activities as required
Requirements:
- A bachelor’s degree or above in a relevant discipline, such as environmental studies, climate change energy, engineering, sustainability, public policy or a related field
- At least three years of relevant experience in research, policy, sustainability, energy, transport, the built environment or related project work
- Strong research, analytical and writing skills, with the ability to interpret technical information and communicate it to different audiences
- Good written and spoken English and Chinese (Cantonese and/or Putonghua)
- Experience with new energy or fuels is a strong advantage. Knowledge of the challenges and opportunities facing particular sectors, such as transport or buildings, is an advantage
- Experience in stakeholder engagement, project coordination, and preparing research or policy materials is preferred
- Experience using AI tools responsibly to support research, analysis or drafting, including verifying their outputs, is an advantage
- Good organisational skills, attention to detail and the ability to work independently and collaboratively across multiple projects
- Candidates with further experience, qualification and track record may be considered for the Specialist position
