Climate Delivery Manager

About The Role
The role will drive change across the organisation, building on existing climate action to embed the Council's new Climate and Nature Strategy which is due for publication later this year. You will work closely with teams across different service areas within the Council, as well as elected Members and external organisations.
The role will suit someone who has considerable experience and expertise in climate mitigation policy and practice, has excellent attention to detail but is also a strategic thinker and a great communicator.
To lead strategic policy development projects that involve collaboration and co-ordination with others (including through partnership and commissioning arrangements) to help shape services and make decisions within the Directorate/Service Area of the Council.

To lead strategic policy development projects that involve collaboration and co-ordination with others (including through partnership and commissioning arrangements) to help shape services and make decisions within the Directorate/Service Area of the Council.
Accountabilities
- Develop a comprehensive policy framework for a significant area of the business, and oversee its implementation with internal and external partners, so that policies reflect the range of services and stakeholder needs.
- Scope, plan, lead on research and horizon scanning of projects, establishing measures of success and performance indicators, so that they are delivered in accordance with specific need, on time, and in budget, and support the long-term development of Council policy and strategy.
- Lead policy programmes and implementation projects to enable the policy cycle from research, analysis, development, and implementation, in accordance with wider Council procedures and best practice. This will include recommending priorities for projects.
- Identify and evaluate potential policy options against a range of criteria to understand implications of policy changes.
- Present authoritative specialist recommendations and complex advice to senior managers on the results of research and its implications to inform Council’s Corporate Policy, decision making and service planning processes.
- Manage the policy, developing reports and providing accurate and relevant information and key recommendations at agreed review points to enable decision makers to evaluate progress and agree on change.
- Promote effective long-term partnerships and working arrangements, by establishing and developing effective relationships and communications with internal and external stakeholders to gather and share information, build working relationships, and ensure joined up approach.
- Conduct research and work with partners to identify opportunities for improvements to policies and procedures within the partnership and the team to improve practice, performance of the partnership, and efficiency of services.
- Establish, maintain, review, and update the governance structures for the partnerships, including main boards and subgroups, and providing clear reports on performance and other issues, to enable the overall management within regulations, legislation, and strategy.
- Educated to degree level in a relevant field or similar experience.
- Advanced knowledge of project and change management processes.
- Knowledge of public sector policy issues related to the service area in the Council including legislation and practice and associated policies, processes, and procedures.
- Experience of effective change and stakeholder management.
- Experience of undertaking research and policy development projects in a multi-agency setting, to inform service and policy planning.
- Ability to assimilate and analyse complex and sensitive information in an appropriate manner, to inform service and policy development.
- Ability to plan and manage research and policy projects for a department, including supervising the work of others.
- Ability to communicate effectively, persuade and cause understanding in others, drawing on technical and specialist knowledge to develop recommendations and guidance.
