Organizational Setting and Reporting Relationship
The position of Markets Development Advisory Specialist is assigned to the Special Initiatives and Funds (OMSF) within the Office of Markets Development and Public-Private Partnership (OMDP) . You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Director, OMSF and will oversee junior team members.
Your Role
As a Markets Development Advisory Specialist, you will help develop and implement upstream market development activities related to private sector development (PSD), including PPPs. You will also help deliver midstream activities -- including institutional or corporate advisory on transaction development and preparation -- relating to PSD. You will contribute to the preparation of thematic policies, strategies, operational plans, and guidance materials to support bank-wide work on PSD. You will also help identify and develop ADB financing opportunities to promote PSD, ensuring alignment with ADB's Strategy 2030 and overall operational priorities.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.

- Strategy and planning
- Contribute to advancing the PSD shift following R99-22 ( Organizational Review: A New Operating Model to Accelerate ADB's Transformation Toward Strategy 2030 and Beyond ).
- Support the preparation and implementation of division- and department-level goals, strategies, work programs, and operational plans aligned with PSD and PPP priorities.
- Provide substantive inputs to thematic policies, strategic frameworks, operational plans, and directional papers related to PSD and PPP.
- Operations management and leadership
- Originate, process, and implement PSD upstream activities which includes, among others, legal and institutional reforms, capacity building, knowledge sharing, and awareness raising. The scope also includes provision of operations support in implementing sovereign projects with PSD components in collaboration with relevant departments including regional departments (RDs) and sector departments (SDs).
- Originate, process and implement PSD upstream and/or midstream activities in emerging areas exploring innovative approaches and collaboration with other divisions in OMDP and other departments in ADB.
- Support regional departments (RDs) in Country Partnership Strategy (CPS) preparation, including development of PSD Annex as a key input and/or PPP action plan in coordination with sector departments (SDs), Private Sector Operations Department (PSOD) and Climate Change and Sustainable Development Department (CCSD).
- Conduct peer reviews of CPSs, thematic assessments, and projects, and provide technical advice to strengthen project design, implementation quality, and development impact.
- Support OneADB approaches through close coordination with RDs, SDs, and other solutions departments.
- Provide practical advisory support to sovereign and nonsovereign projects with PPP components, including upstream project development and capacity-building interventions.
- Lead selection and management of consultants who support project teams, including designing of their terms of reference.
- Knowledge management and capacity building
- Undertake market and sector diagnostics, including private sector assessments, PPP roadmaps and monitors, and sector analyses, to identify constraints and propose solutions for advancing PSD in DMCs.
- Develop and share global and regional PSD and PPP best practices, integrating them into ADB operations and promoting ADB knowledge externally.
- Contribute to OMDP's knowledge management activities, including establishment and maintenance of knowledge databases, and preparation of reports, briefing notes, speeches, and inputs to corporate documents and initiatives.
- Plan and organize knowledge events related to PSD and PPP including international conferences, market outreach events, business opportunity seminars, workshops, webinars, and other awareness raising and capacity development activities.
- Partnership and coordination
- Establish and maintain effective working relationships with DMC governments and their agencies, development partners, civil society organizations, private sector entities.
- Participate in strategic discussions and coordination with international and multilateral organizations on PSD and PPP-related matters.
- Coordinate with RDs, SDs, thematic teams, and internal stakeholders to develop collaborative solutions to development challenges and advance PSD objectives.
- Contribute to internal coordination within OMDP by sharing knowledge on emerging developments, opportunities, and challenges, and proposing responsive solutions.
- Support the administration and monitoring of trust fund and technical assistance activities following guidelines and goals.
- Staff Supervision
- Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- A University degree in business administration, economics, finance or other relevant fields preferably at post-graduate level or its equivalent.
- At least 6 years of relevant professional experience in developing and implementing new products and knowledge services, infrastructure projects including PPPs, and climate financing.
- Hands-on experience structuring project finance transactions or providing advisory services in multiple sectors and countries including negotiation and coordination.
- In-depth knowledge about PPP and financial market products and due diligence experience implementing infrastructure or climate projects.
- Network with financial communities including export credit agencies and investment/commercial banks.
- International experience working in several countries.
- High proficiency in English, both written and spoken.
