Job Description

Apex Clean Energy is seeking a Director of Transmission Regulation and Strategy to be the liaison between the company and RTO/ISOs for all matters related to generation and transmission through monitoring and tracking policy, regulation, and issues important to the company’s strategic mission within the assigned RTOs or non-RTO regions.

The Director of Transmission Regulation and Strategy will be responsible for developing and executing a proactive, long-term generation and transmission policy strategy that ensures the team’s efforts are aligned with Apex’s bigger picture opportunities and interests. Apex is seeking a strategic leader with skills and experience in generation and transmission legislative policy, regulatory engagement, and advocacy. The Director will coordinate with departments across the company to set long-term policy goals and work hand in hand with our State Affairs department in pushing the company’s agenda in selected forums (with policymakers, regulatory agencies, alliances, etc.)

The Director will also be expected to represent Apex at RTO and stakeholder meetings and guide policy analysis related to generation and transmission while gathering relevant information and communicating to various internal teams. Additionally, you will be responsible for developing presentations and overall material associated with advocating topics. Lastly, you will help guide the Transmission Analytics team with market/policy intel used to derive scenario analyses for prospecting/origination purposes.

This is a unique opportunity to take part in the industry’s shift to clean energy onboard a recognized leader in this space that continues to grow exponentially. The ideal applicant for this role will have deep experience working on transmission policy and regulatory issues in the renewable energy industry, bring strong existing relationships with key industry players, and have demonstrated people- and task-management skills. In addition, the ideal candidate should have familiarity with federal affairs and be able to recognize the synergies between groups to ensure alignment of strategies across varied interests.

Qualified candidates will be hands-on, hardworking team players who are eager to jump in and support projects and people from a variety of angles. The candidate selected will demonstrate a sincere interest and demonstrated ability to take Apex to the next level on its policy and regulatory-level engagement in the generation and transmission space. The position requires excellent communication and interpersonal skills, as well as the ability to balance priorities and be flexible in a rapidly changing environment.

Primary Responsibilities:

  • Monitors and tracks policy, regulation, and issues important to the company’s strategic mission within the assigned RTOs or non-RTO regions
  • Develops and maintains relationships with RTOs, members, alliances, and stakeholders with emphasis in key areas important to the company (renewables and transmission)
  • Provides in depth research on RTO committees, proposed policies, regulations, and tracking issues important to the company’s near and long-term strategy
  • Participates in developing internal strategic planning to advance company’s position within each RTO
  • Conducts research on current political issues affecting the company and electric utility industry for wider distribution throughout the company
  • Generates correspondence, activity reports, summaries and analysis of issues that are strategic for the company
  • Coordinate with Apex’s Government Affairs in strategic advocation opportunities important to the company
  • Develops material related to transmission necessary to guide advocacy
  • Represent Apex’s interests within RTO forums and stakeholder meetings
  • Provide guidance on matters where policy & regulation intersect with technical considerations within transmission
  • Performs other job-related duties as assigned


To succeed as a Director of Transmission Regulation and Strategy at Apex Clean Energy, you’ll need to excel within the following criteria:

  • 10+ years of experience working on transmission policy and regulatory issues in the renewable energy industry
  • Bachelor's Degree in in engineering, political science, liberal arts, business administration, or the equivalent. Electrical Engineering, Masters, and/or Law degrees preferred.
  • Detailed knowledge of RTO/ISO planning processes
  • Working knowledge of reliability and economic planning principles
  • Established relationships with ISO/RTO stakeholders
  • Previous participation in ISO/RTO stakeholder working groups
  • In-depth knowledge of at least one RTO’s policies, tariff, regulatory and organizational spectrums
  • Demonstrated leadership and relationship management skills
  • Strong presentation skills and executive presence
  • Ability to effectively advocate across party lines on issues important to our business and our values
  • Ability to take part in collaborative efforts with peers and colleagues
  • Excellent planning and organizational skills

  • Willing and able to work from our headquarters in Charlottesville, Virginia. Remote work for the right candidate will be considered.
