Power Systems Planning Expert

Location: Sierra Leone

Contract: 12 months


We are seeking a Power Systems Planning Expert to provide technical leadership across generation, transmission, distribution, decentralised renewable energy and regional power trade planning in Sierra Leone. The role will support integrated, least-cost power sector development while strengthening planning capability within the Ministry of Energy.


Key Responsibilities

  • Support the update of Sierra Leone’s 2021–2040 Integrated Resource Plan and T&D Investment Plan, including least-cost expansion scenarios and regional integration opportunities.
  • Lead the development of a grid investment and modernisation plan.
  • Develop energy demand forecasts to support annual generation planning.
  • Support the Ministry of Energy to strengthen and staff its Planning Unit, including developing terms of reference, workplans and capacity-building initiatives.
  • Develop planning models and train staff on relevant power system modelling software.
  • Support cost-benefit assessments of potential generation projects.
  • Screen IPP and renewable energy projects against least-cost plans and grid readiness.
  • Advise on DRE integration, renewable energy and energy storage to support grid stability and reliability.


Qualifications and Experience

  • Master’s degree in Engineering, Energy, Energy Management, Business Administration or a related field.
  • At least 10 years’ experience in the power sector, with a strong focus on power system planning.
  • Demonstrated experience in IRP, generation and T&D expansion planning, including utility-scale solar and wind integration.
  • Experience using planning tools such as OSeMOSYS, PSS®E or similar.
  • At least 7 years’ team leadership experience.
  • Minimum 5 years’ experience in renewable energy and energy storage.
  • Strong stakeholder management, communication, negotiation and organisational skills.
  • Fluency in English, written and spoken.
