Allen Lane is privileged to be support the Climate Change Committee (CCC) in their appointment of a Chief Operating Officer – a brilliant and unique role to join a high-profile but small organisation with a complex work programme and motivated, expert staff.
The CCC is a statutory expert body, producing independent analysis on UK’s progress on climate change mitigation and adaptation. The members of the CCC’s committees on mitigation and adaptation are Government-appointed, to be independent experts with world-class expertise in science, technology, business or policy. The Committees are supported by an expert secretariat that produces the detailed analysis and supports the CCC’s statutory work programme for both the UK and devolved Governments.
As Chief Operating Officer, you will join the CCC as part of an experienced and supportive leadership team which values diverse perspectives. You will play a pivotal role in ensuring we have the right resources to deliver our complex analytical work programme, support the CEO as the Accounting Officer to the CCC with high levels of transparency, rigour and integrity in our finances and operations, and will be responsible for improving our governance, corporate services, and support for our talented team.
The Chief Operating Officer is a key leadership role responsible for all corporate functions that support delivery of the Committee’s advice including finance, governance, HR, IT and shared corporate services.
You will be a strong and inspirational leader, with the ability to see the big picture but willing to take a ‘hands-on’ approach to tasks that fall under the broad remit. This is an important role for the Committee and provides a unique opportunity for an ambitious candidate.
In order to be effective in this role, applicants will be able to demonstrate their skills, experience and capability against the following essential criteria in their application:
- CCAB or CIMA professional accounting qualification with significant post qualification experience.
- Experience of leading the preparation of statutory government accounts, including working with Audit & Risk Assurance Committees, internal and external auditors.
- Experience of delivering complex change and transformation projects and evidence of applying project management disciplines in a proportionate yet effective way, to ensure competing projects are delivered on time and with acceptable risk.
- Experience of overseeing a human resources function and a good understanding of civil service frameworks.
- A proven ability to exert strategic influence at senior levels, with significant management experience.
- A successful track record of building effective partnerships within and across organisational boundaries.

The CCC office is based at 10 South Colonnade, Canary Wharf, London. The CCC operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for at least 40-60% of their working hours.
