We are seeking a dynamic and passionate individual to join our team as Workforce Development Program Manager. In this role, you will play a critical part in supporting the career growth and professional development of staff across the organization. You will develop professional development resources and facilitate trainings designed to help early-career professionals advance in the clean energy industry. Additionally, you will support training participants, interns, and early-career staff to overcome barriers, navigate available resources, and identify growth opportunities.

This role is critical to achieving our goal of building an inclusive workforce that reflects the diversity of the communities we serve and a workforce better equipped to deliver equitable service. The Workforce Development Program Manager

will develop strategic partnerships with community-based organizations, educational institutions, clean energy employers, and employment agencies. You will manage training programs, support program participants throughout training, and ensure their successful transition to external roles in the clean energy industry. The position will be based in our Lawrence, Massachusetts office.

Key Responsibilities

Training and Professional Development

  • Design and facilitate interactive training sessions on topics such as professional communication, digital literacy, conflict resolution, resume development, and interview best practices.
  • Provide or procure ongoing surround support and mentorship to program participants to ensure their successful transition into energy specialist roles.
  • Coordinate effectively across departments to manage and balance the scheduling of programmatic work with the workforce development responsibilities of participants.
  • Build relationships with All In Energy department leads, working with them to identify professional development needs and opportunities for their team members.

Program Development And Management

  • Mentor workforce training participants, interns, and other staff to navigate their career exploration journeys and professional development goals.
  • Support scaling of workforce programs, ensuring they meet defined goals and outcomes.
  • Contribute to fundraising for All In Energy’s internship program to offer first-time clean energy experiences for college students.
  • Support the All In Energy development team in creating relationships with funding entities, identifying funding opportunities, and contributing content to grant applications.

Recruitment And Outreach

  • Support recruitment efforts to attract candidates from environmental justice communities and implement targeted outreach initiatives to engage bilingual individuals to participate in internships, training cohorts, and other positions within All In Energy.
  • Coordinate with educational institutions, other workforce development organizations, and community-based organizations to build a pipeline of qualified candidates.
  • Attend recruitment fairs, hang flyers in target communities, and coordinate with People & Culture on the content and posting of job openings.

Partnership And Collaboration

  • Support establishing and maintaining strong relationships with clean energy companies, educational institutions, and funding entities to achieve programmatic goals.
  • Collaborate with partners to provide job placement and pre- and post-placement mentorship opportunities for program participants.
  • Attend workforce conferences, liaise with All In Energy’s cohort of other MassCEC grantees, and MassCEC support staff.

Participant Outcomes and Reporting

  • Establish and track program-wide metrics for recruitment, completion, certification, placement, and retention.
  • Oversee participant data systems and ensure accurate, timely reporting to funders.
  • Lead development of alumni engagement and post-program follow-up systems to support long-term career persistence.
  • Monitor and evaluate program effectiveness, making data-driven adjustments as needed
  • Prepare and submit quarterly and final reports on program progress and outcomes.

Required Qualifications

  • 2+ years of experience in workforce development and recruitment OR
  • 3+ years of experience in roles that include training and mentoring early-career staff.
  • Passionately embraces the mission of All In Energy with a strong commitment to addressing global climate change, equitable clean energy access, or racial, economic, and environmental justice.
  • Experience working with diverse populations, particularly in low-to-moderate income or majority-minority communities.
  • Excellent communication and interpersonal skills, including the ability to collaborate effectively with partners and stakeholders.
  • Comfort with public speaking and lesson facilitation.
  • Strong organizational skills, attention to detail, and ability to manage multiple priorities.
  • Comfortable working independently and as part of a dynamic nonprofit organization.
  • Comfort using Google Workplace applications (i.e., Sheets, Docs, Drive, Mail)

Preferred Qualifications

  • Knowledge of state residential energy efficiency and renewable energy programs.
  • Native or fluent speaker and writer in the language(s) prevalent in communities we serve: Spanish, Portuguese, Chinese, Vietnamese, Khmer, Haitian Creole, and/or Cape Verdean Creole.
  • Experience in designing and implementing training programs.
  • Background in recruitment and/or talent development.
  • Internship/volunteer management experience.
  • Experience researching and reviewing grant opportunities, and contributing to grant applications

  • $71,288.36 salaried, full-time 40-hour per week exempt position
