Project Description: Given Alinea's global technical expertise in providing support services in various countries around the world, including in Vietnam, Alinea has been contracted by Global Affairs Canada (GAC) to provide administrative, financial and logistical services as well as the procurement of goods, services and technical specialists through the Field Support Services Project (FSSP) in Vietnam. The FSSP improves the efficiency of the work of the program and project stakeholders and the impact of Canada's international assistance in Vietnam.
About the work: FSSP is looking for a Vietnams energy transition specialist to conduct a country-level analysis related to energy transition and energy sector, technical support to GAC, which possibly lead to long-term support later, that is responsive to the GAC's development program needs in Vietnam which require to respond to policies, programs, projects, and decisions on energy transition.
The Role:
During the consultancy period, the following deliverables are expected:
- A country-level analysis (sector studies, background papers, policy briefs, recommendations, etc.) on 5 or more topics. Example areas, subject to areas of expertise of the successful candidate may include:
- impacts of energy crisis on Vietnam's energy transition and development; opportunities and challenges in grid development; ESG standards in the energy sector, including energy infrastructure; cross-border energy transmission; analysis of trends and developments in regulatory and policy environment for energy transition and power development planning.
- Attend and provide support for energy transition related meetings attended by GAC, including JETP related working groups; or other tasks on a need basis.
Based on the consultancy performance, possible long-term support could be extended to the following tasks:
- Provide technical analysis, advice, guidance and tools on energy transition such as energy infrastructure developments including grid development, LNG and pipeline development and standards, renewable energy, efficiency technologies, ESG standards, Carbon Capture, Utilization and Storage, etc. to foster Canada's engagement on energy transition and programming options in Vietnam.
- Provide technical analysis and advice to GAC's partners by preparing energy sector studies, background papers, policy briefs, recommendations, reports, factsheets, etc.
- Provide analysis and advice on environment and climate change policy priorities and programming options in Vietnam related to energy sector.
- Provide analysis, advice and recommendations on current and emerging energy issues to be addressed within the scope of the Canada-Vietnam energy cooperation, possibly related to the Just Energy Transition Partnerships (JETP) support provided by GAC, and technical cooperation opportunities.
- Participate on behalf of GAC and assist in preparing Canada's position for energy-related working groups, events and policy dialogue; and other tasks upon request.
Required Qualifications:
Education
- Degree in a relevant discipline, such as energy, climate, sustainable development, environment or a related discipline.
Experience
- Minimum of 6 years of cumulative professional experience and a demonstrated track record in the energy sector, preferably including policy making in Vietnam and engagement involving private sector or external financing.
- Demonstrated practical knowledge of sustainable energy including the global discourse about the energy transition, Just Energy Transition Partnerships (JETP), overview of various energy technologies, as well as climate and energy policy making processes.
- Familiarity with some key stakeholders in the energy sector in Vietnam, such as key energy sector entities, state-owned enterprises, financing institutions, and private sector actors.
- Fluency in English is required.
Desirable:
- Demonstrated experience in the delivery of technical assistance to governmental agencies and/or international organizations in the field of sustainable energy.
- Knowledge of GAC's Environmental Integration Process (EIP) or similar environmental integration processes, approaches to results-based-management; capacity development and building measures (conference, delegation trips, trainings, dialogues, etc.) and policy making processes in Vietnam.
- Strong analytical and critical thinking, research, communication and report writing skills proven through track record or published papers.
