About AGRI3 Fund
The AGRI3 Fund mobilises private sector investment into sustainable agriculture, forestry and food systems in emerging markets. Through guarantees provided to partner financial institutions (PFIs), AGRI3 helps finance projects that promote sustainable food production, prevent deforestation, support reforestation and improve rural livelihoods.
The AGRI3 Technical Assistance Facility (TAF) complements the Fund’s investments by funding practical support from third parties to maximize impact. Technical Assistance (TA) is provided to the Fund, its PFIs, borrowers and other ecosystem partners and includes capacity building and building tools, impact measurement, knowledge generation and market development.
AGRI3 is looking for a pragmatic, hands-on Technical Assistance Project Lead to manage and further develop the AGRI3 TAF. This is a central role for someone who combines strong project management discipline with an understanding of sustainable agriculture, impact investing and donor-funded technical assistance.
Role and activities
As Technical Assistance Project Lead, you will lead the AGRI3 TAF (approx. USD 12 million) and oversee the full technical assistance project cycle, from opportunity identification and design to implementation, monitoring and reporting. The Technical Assistance Project Lead will report to
You will work closely with AGRI3’s ESG, Investment, and Operations teams, the Program Management Unit (PMU), partner financial institutions, donors, consultants and beneficiaries to ensure that TA activities strengthen investment outcomes and maximise AGRI3’s impact.
Key Responsibilities
TA Facility Management
- Lead the day-to-day management of the AGRI3 TAF.
- Strengthen TAF processes, systems, templates and tools to support transparent project selection, efficient implementation and consistent monitoring and reporting.
- Contribute to the annual review of the TAF Operational Manual and related procedures.
- Develop annual workplans and budgets and monitor facility costs and budget utilisation.
- Work with the TA Program Management Unit (PMU) for budget oversight, reporting to donors and contracting third parties.
- Align the TA pipeline with AGRI3's investment pipeline to ensure TA resources are directed to areas of greatest additionality with the support of the AGRI3 internal teams.
TA Origination and Design
- Identify and assess TA opportunities together with the AGRI3’s ESG and Investment teams for: Ecosystem strengthening, including support to PFIs and borrowers, impact assessment, training, monitoring and knowledge-sharing initiatives and Fund strengthening, including initiatives that enhance AGRI3’s investment capabilities, capacity and governance systems.
- Assess eligibility, feasibility, additionality and alignment with AGRI3 objectives.
- Develop frameworks for TA projects, including theory of change, results chains and indicator selection.
- Develop Terms of Reference, project plans, budgets and implementation schedules.
Procurement, Implementation, Monitoring and Reporting
- Oversee the implementation of TA projects by third parties and monitor progress against budgets, milestones and deliverables.
- Maintain relationships with third parties, including consultants and service providers and beneficiaries, to support timely delivery, strong coordination and high-quality outputs.
- Conduct procurement processes, launch tenders, select consultants, negotiate and manage contracts with service providers.
- Review deliverables and ensure high-quality project outcomes.
- Develop and maintain monitoring and reporting systems.
- Track outputs, outcomes and impact through pre-defined impact indicators.
- Prepare donor and governance reports and contribute to AGRI3 impact and knowledge products.
- Capture and share lessons learned across the TA portfolio.
Governance and Stakeholder Engagement
- Support TA governance and approval processes and prepare and present documentation for relevant AGRI3 committees and boards.
- Coordinate closely with the ESG, Investments and Operations teams.
- Ensure compliance with donor requirements and AGRI3 policies.
- Support audits and donor reviews.
- Build and maintain strong relationships with donors, PFIs, borrowers, consultants and strategic partners.
- Represent AGRI3 at relevant events and contribute to fundraising and future TA resource mobilisation efforts.
- Report to the ESG Manager of the Fund.
What We Are Looking For
Experience
- +5 years of relevant experience in technical assistance, project management, development finance, impact investing or related fields.
- Demonstrated experience in managing complex, multi-stakeholder projects and external consultants.
- Knowledge of sustainable agriculture, forestry, food systems, climate finance and/or rural development.
- Experience in emerging markets.
- Experience working with financial institutions, investment funds, development finance institutions, donors or blended finance programmes.
- Experience with procurement, contracting, monitoring and reporting of donor-funded programmes.
Knowledge & Skills
- Strong project,- and program management skills, including the ability to manage workplans, budgets, timelines, consultants, risks and deliverables across multiple projects.
- Excellent proposal / Terms of Reference writing and project structuring capabilities.
- Strong budgeting and financial management skills.
- Excellent communication and stakeholder management skills.
- Proven ability to work independently while managing multiple projects and priorities.
- Knowledge of ESG, sustainability and impact measurement frameworks, preferably in the agricultural / forestry sector.
- Master's degree in Agriculture, Forestry, Environmental Sciences, International Development, Economics, Finance, Business Administration or a related field.
- Excellent written and spoken English. French, Spanish, Portuguese, or any additional languages are an advantage.
