The role
Korea's steel industry accounts for a significant share of the country's greenhouse gas emissions, and the next five years will be decisive in shaping the pace and direction of its transition. While international regulatory, market, and financial signals - including the EU CBAM, SBTi 1.5°C pathways, and green steel procurement commitments from global automakers - are rapidly intensifying, the decarbonization trajectories of Korea's major steelmakers are increasingly out of step with these global trends. With hydrogen-based direct reduced iron (DRI) at least 15 years away from commercial deployment, it has never been more urgent to mobilize near- and medium-term levers, such as scaling high-quality scrap, expanding electric arc furnace (EAF) capacity, and procuring renewable electricity, in addition to translating them into actionable policy and market signals.
This role sits at the heart of ASL's Korea steel strategy. We are looking for a campaigner to drive two interconnected workstreams on the ground, with the goal of putting Korean steelmakers on an SBTi-aligned 1.5°C pathway by 2030. First, you will build the partnerships and pilot infrastructure needed to channel high-quality scrap from end-of-life vehicles (ELVs) back into automotive steel — connecting dismantlers, scrap processors, automakers, and major steel producers. Second, you will help establish local task forces comprising unions, residents, civil society, local government, and academia in regions with concentrated blast furnaces, and support efforts to raise the share of renewables in major steelmakers' electricity supply to 10%.
You will be part of the Korea team, working closely with the steel team and wider ASL campaigns and communications teams. You work closely with colleagues on our parallel consumer campaign, which seeks to test and translate demand signals for green steel.

Has designed and led campaigns or advocacy work in Korea, and can speak concretely to the policy and social change those efforts have delivered.
Has a sharp understanding of how power operates — including the influence strategies and tactics of corporations, industry associations, and government — and can identify the levers that move industrial transition within Korea's political and corporate decision-making landscape.
Has built and sustained relationships and coalitions across diverse constituencies, including academia, local government, community organizations, trade unions, and civil society.
Can translate complex issues into compelling narratives for the general public and policymakers.
Can stay focused, organized, and strategic in a fast-moving campaign environment.
Is fluent in Korean and confident working in English with international colleagues (written and spoken, at a level suitable for drafting and facilitating meetings).
Desirable
Campaigning or research experience in steel decarbonization, industrial policy, climate and energy policy, or just transition
Familiarity with Korea's automotive industry and supply chains, particularly automotive materials, steel sheet applications, and OEM procurement structures
Experience in ELV dismantling, the scrap industry, or the circular economy
Experience in union or community organizing, or working in steel industry hub regions
Understanding of renewable energy procurement (PPAs, RE100, etc.) and industrial electricity policy
Experience engaging the National Assembly, government ministries (Ministry of Trade, Industry and Energy; Ministry of Environment, etc.), and local governments on policy
Experience designing and running events such as roundtables, forums, and community dialogues
Experience with digital campaigning and communications skills
Key responsibilities
Build the ELV-to-steel circular economy pilot. Develop partnerships with key stakeholders — dismantlers, scrap processors, automakers, and major steelmakers — and design and run a pilot that channels ELVs' steel back into automotive applications. Lead the follow-on advocacy that translates the pilot's evidence into domestic policy and market signals.
Convene and run the Local Solution Taskforce. Bring together unions, residents, civil society, local governments, and academia in regions with concentrated blast furnaces. Drawing on jobs modeling research, just transition reports, and policy briefs, build consensus around viable transition pathways and scale the conversation into local and national public arenas.
Shape the conditions for renewable energy in steel-producing regions. Contribute to research, policy proposals, and stakeholder engagement around the K-Steel policy masterplan and industrial electricity policy, helping create the regulatory and market conditions for renewable energy projects to scale in regions surrounding blast furnaces.
Monitor and analyze industry and policy developments. Track the green steel and climate transition plans of major steelmakers and the government, along with related policies and positions, and synthesize insights to inform campaign strategy and external messaging.
Build coalitions and represent ASL externally. Coordinate and collaborate with the Korea Green Steel Network and civil society partners at home and abroad to build and sustain relationships with key stakeholders — government, the National Assembly, local governments, industry associations, academia, and the media — and communicate ASL's analysis, campaign messages, and policy positions effectively.
Advise our parallel consumer campaign work, which seeks to test and transmit end-user demand signals, build awareness and permission structures for green steel globally, and use creative campaigning tactics to push steelmakers towards decarbonization.
