The Opportunity
The GCF Framework Senior Coordinator will support the management and growth of Abt’s Green Climate Fund portfolio. The role will coordinate consortium partners, maintain engagement with the GCF Secretariat, support bid development for framework call-downs and adjacent opportunities, and help manage Abt’s network of GCF technical experts.
The position will work closely with the Climate Specialist and Head of Business Development, as well as technical teams, commercial teams, and external partners.
Background
Abt Global holds a Long-Term Agreement (LTA) with the Green Climate Fund (GCF) to deliver consultancy services under the Readiness and Project Preparation Facility frameworks. Under this framework, Abt leads a consortium of specialised partners and technical consultants to design climate investment programmes, support policy and regulatory reforms, and prepare projects for GCF funding.
Abt’s consortium includes Climate Analytics, CrossBoundary, Pollination, and SURECO, among others, with Abt acting as the Lead Entity and primary contractual interface with the GCF.
The framework operates through competitive mini-tenders (“call-downs”), which typically require rapid bid preparation, mobilisation of technical experts, and close coordination between consortium partners, consultants, and internal teams.

Core Responsibilities
Framework and Consortium Management
- Support day-to-day management of the GCF framework.
- Coordinate collaboration with consortium partners and technical contributors.
- Manage internal governance and communication across Abt teams involved in GCF activities.
- Facilitate engagement with consortium partners on tender opportunities and delivery arrangements.
- Maintain documentation, tools, and processes supporting framework operations.
- Support engagement with the Green Climate Fund Secretariat on framework-related matters.
- Monitor procurement announcements, portal updates, and emerging opportunities under the framework.
- Maintain effective communication channels with GCF contacts and partner organisations.
- Coordinate Abt’s response to GCF mini-tenders and related procurement opportunities.
- Support development of technical proposals, workplans, and team structures.
- Assist in preparation of commercial submissions and internal approval processes.
- Coordinate inputs from consortium partners and technical consultants.
- Support pipeline development and strategic positioning for future GCF opportunities.
- Maintain and expand Abt’s network of GCF technical experts and consultants.
- Manage a roster/database of consultants with relevant expertise across climate investment design, policy reform, safeguards, and technical sectors.
- Coordinate consultant availability and mobilisation for bids and assignments.
- Support identification and pursuit of framework-adjacent opportunities, including work commissioned by Accredited Entities or other partners.
- Monitor external pipelines and concept notes to identify potential future GCF assignments.
- Support relationship development with Accredited Entities, implementing partners, and technical organisations.
- Coordinate internal reporting on the GCF portfolio.
- Support internal planning and forecasting related to the framework.
- Contribute to internal knowledge management and lessons learned from bids and delivery.

- Strong stakeholder management and coordination skills.
- Ability to manage multiple concurrent workstreams and short procurement timelines.
- Excellent written communication and organisational skills.
- Bachelor’s Degree + Two years of relevant experience, or Master’s Degree
- Working rights in Australia
- Experience working with the Green Climate Fund or similar climate finance mechanisms.
- Experience managing partnerships or consortia in international development programmes.
- Understanding of climate investment design, project preparation, or climate policy processes.
- Experience maintaining expert consultant networks or rosters.
